Effective Governance

Third Plenary Session of the party’s eighteen put forward that adhere to scientific macro-control and effective governance are inherent requirements to play the advantages of the socialist market economic system. Actively promoting effective governance is a necessary condition to deepen the innovation of administrative system,fully and properly perform government functions, innovative management style and improve the scientific management level, which contributes to the transformation of our government from power-oriented to law-oriented, unlimited to limited and helps construction of service-oriented government.Under the new situation, the traditional way of administration apparently has been unable to reach the requirements of the national governance system and governance modernization. Faced with increasingly complex governance environment,researching theories of effective governance and administrative management innovation helps us to understand the definition, content, and standards of effective governance, and understand the definition, content and specific form of administrative management innovation, and grasp the relevance between effective governance and administrative management innovation. The study found that the current administration have some positive effects in promoting the normal operation of governance, enriching content of governance theory and back-stepping the transformation and upgrading of governance. However, it also revealed some shortages, such as neglecting the subjectivity of relative human, suppressing the role of governance; stifling innovation motive, hampering promotion of governance method, simplification of administrative relations and order, restricting long-term development of governance and so on. The mainly reason are like it is difficult to fit the requirements of effective governance completely, can not fully reflect the content of effective governance, can not track the change of effective governance and so on.Overall, the current effectiveness of our governance have been further enhanced,but there is still a gap to being the a efficient government, we need to further innovate the way of administrative decision-making to achieve legislative democratic and scientific administrative decision-making; we should innovate the way of administrative enforcement to achieve the administration based on law, democratic administration, responsibility supervising administrative; we should innovativeadministrative operation mode to achieve multi-body governance innovation,multi-field management method innovation and optimization of governance process;we should innovative the method of administrative supervision, improve the operation-body of administrative supervision, improve the functioning program of administrative supervision, run the standardize of administrative supervision means;we should innovative administrative control mode, learn the measure of solving the market failure to solve government failure, make government and market supervise mutually, alternatively swap the role between the regulators and the regulated to security governance effectiveness.
