Research On The Way To Integrate Administration With Autonomy Based On The Governance Theory

Since reform and opening,with the constant transformation of social structure,urban community has gradually become the basic place for living,entertainment and communication.Meanwhile the revolution of community is on the way.There are two approaches in the reforms,realizing community self-governing and realizing the community administration.A third option would be to integrate administration with autonomy.Making good use of initiative of autonomy and administration are necessary approaches to dealing with public affairs nowadays.What's more,the governance theory provides the theoretical basis for the integration of administration and autonomy.And Tongling Model have done a useful exploration.No matter from the appearance and essence perspectives,there are possibilities that the relationships of administration and autonomy can be integrated.Based on the governance theory,we think they(administration and autonomy)can be integrated on the conditions of diversified decision-maker,the mechanism of market permission and effective social organization.In addition to the “original sin” of Chinese urban community that hinder them from integrating,there are many other factors as following: such as deep-rooted consciousness of "official position" and insufficient self-governing motivation in terms of values objectives,wide gap between body of administration and autonomy in terms of management body,the predicament of the cost and efficiency in terms of management,unbalance of management body's power in terms of monitor and as assessment.Therefore,there are three points need to be well done.Firstly,the authority of community residents' committee should be strengthened.Secondly,the social forces should be cultivated.Thirdly,citizenculture should be widely spread.
