In the period of the administrative system reform at present stage in our country,which the government is under pressure to inspire enthusiasm fatigue. The government to motivate people positive effect is good or bad is proportional to the government incentive mechanism is good or bad. The stand or fall of human resources determines the competitiveness of nations and the development of the society. For the government how to scientific and effective incentive civil servants work actively, how to scientific management of human resources has become the focus of the strategy of national economic development. Improve the administrative efficiency of government departments and service consciousness of the key point is to encourage civil servants work enthusiasm, consciousness and innovative. Incentive mechanism for human resources management is particularly important, especially in human resource management in government departments. Government incentive mechanism in our country due to the influence of many factors,obviously not well inspire people’s enthusiasm.Therefore,the performance of government departments to work,is always one of the basic goal of public management and improve the incentive mechanism is to solve the public performance,strengthening civil servants public responsibility,improve the civil servants work enthusiasm, initiative and creativity. Putting forward along with the human capital theory,the perfect incentive mechanism has become the contemporary governments around the world hot topic in the field of human resource management department.With the deepening of the reform and opening up, economic development by leaps and bounds, higher request to the government management, especially in the government department of human resources management, and research the incentive mechanism of civil servants is the key. Domestic government department of human resources management incentive problems at the present stage of research is a new content, especially influenced by the past the old personnel system, incentive system is not very perfect, so, if you can through the study of the direction, comparison, analysis, summary,the current our country government civil servant compensation system, promotion system and training system of incentives to provide effective guidance practice, it is extremely important theory significance and practical significance. At present,the research of incentive mechanism of government human resource management in China is still in its infancy,the incentive mechanism now widely used in government departments of salary system,rewards and punishment system, promotion system, appraisal system and so on, therefore, to perfect our country government department human resources management has important theoretical guidance and practical significance. Taking Hei he river administration of human resources management incentivemechanism, for example, is analyzed. Think effective human resources management mechanism can give full play to the civil servant incentive,actively achieve organizational development,better attract and retain talent. As a result of the Hei he river administration incentive system is not perfect,make it have limitations in the process of human resource management. Hei he river and Hei he river administration existing incentive mechanism to achieve the goal of governance is difficult to match,appeared in the personnel management makes the administration of Hei he river,the lack of talent cultivating long-term planning and leadership positions in difficulties,lack of incentive mechanism,management bottleneck highlights.In order to solve this dilemma. In this paper,through investigation and study,the method of combining the actual situation of the unit from the material,target,trust,emotional,competition and so on several aspects of research to improve the incentive mechanism of Heihe river administration of the personnel management,explore the corresponding countermeasures,cultivate Hei he administration team cohesion,stimulate the team work enthusiasm and arouse the enthusiasm of staff etc.
