Ever since the policy of reform and opening up, the economy and society of our country have developed rapidly, and the urbanization level has improved greatly. Affected by the pressure—administration system, the institutional inertia and other factors, the "Country to Residence" community, which was produced under the background of urbanization, began with a strong tint of administrative decree and gradually formed a monocentric governance mode with administrative power as the center. In the course of time, the "Country to Residence" community of monocentric governance has fallen into legitimacy crisis, frequent social problems and other dilemmas that were never been faced before. Meanwhile, with the right push by a series of positive conditions and advantageous factors, the polycentric governance of the "Country to Residence" community in some area of our country began to sprout and develope. This paper is aiming for solving the governance dilemmas of the "Country to Residence" community, based on theories related to polycentric governance; putting current situations of the "Country to Residence" community construction together; and analyzing some experience and methods from polycentric governance of the "Country to Residence" community by taking Luocun subdistrict of Nanhai district in Foshan city as a case. In the end, on the basis of referring to typical community governance mode abroad, this paper proposes feasible methods to pursue polycentric governance of the "Country to Residence" community in our country, and hopes to provide some useful thoughts during the innovating of grassroots society governing in our country.This paper will be divided into six parts.The first part is introduction. This introduction brings forward the researching origins; reviews as well as evaluates the current situations of relevant researches both at home and abroad; introduces the development, the methods, the innovation and the deficiency of this paper in detail; and defines the core concept of this paper at last.The second part is the theoretical analysis for polycentric governance of the "Country to Residence" community. At the beginning, this section brings forward some theories related to polycentric governance of community, for instance, the Theory of New Public Service, the Theory of Grassroots Democracy, the Theory of Polycentric Governance and other relevant theories. And then points out what guiding significance and realistic value does the polycentric governance has for the "Country to Residence" community. This section lays a theoretical foundation for analyzing how to put polycentric governance of the "Country to Residence" community into practice in the next part.The third part is the concrete practice and problems of the "Country to Residence" community in our country. This section emphasizes the concrete practice and origins of the "Country to Residence" community construction in our country as well as the characteristics of the "Country to Residence" community. And foreshadows the derivation of polycentric governance in another section below.The fourth part is the exploration of the concrete practice of the polycentric governance of the "Country to Residence" community at Luocun subdistrict of Nanhai district in Foshan city. Taking Luocun subdistrict of Nanhai district in Foshan city as research object, this section first introduces the structure of the local residence, the basic situations of economic development and social organizations, and discusses the prototypicality of Luocun subdistrict. Then it reveals the forms and characteristics of the polycentric governance of the "Country to Residence" community in this subdistrict. And then it analyzes the advantageous conditions, the originating and the contributing factors to pursue the polycentric governance. And in the end, it points out the deficiency of the "Country to Residence" community construction in Luocun subdistrict.The fifth part introduces the situations of international polycentric governance of communities by taking three typical examples as case, they are:Brooklyn, New York City of America; Singapore and Nakano district of Tokyo, Japan. This section is a hint foreshadowing the spreading of the research of the countermeasures.The sixth part is about countermeasures to the polycentric governance of the "Country to Residence" community in our country. It states these measures in three aspects:making a clear distinction between functional and role positions of different governance bodies, creating interactive relationship between governance bodies, and relevant indemnificatory policies of polycentric governance.
