In his report to the 19 th national congress of the Communist Party of China(CPC),General Secretary Xi Jinping pointed out: " we will strengthen the system of community governance,shift the focus of social governance down to the grassroots level,give play to the role of social organizations,and achieve positive interaction between government governance,social adjustment and residents' autonomy." Under the background of continuous improvement of educational conditions,expansion of educational space and acceleration of urbanization in various regions,university towns with different scales have appeared in many areas of China.As a result,rural land was expropriated,and "village" was transformed into "community" and "villagers" into "residents".A large number of " Country to Residence " communities appeared in university towns." Country to Residence " community is a special form of urban community.There are similarities and obvious differences between the " Country to Residence " communities and urban communities,such as in management system,the governance mode,the industrial structure,the population structure,the production and lifestyle of the residents,the governance problems and other aspects.Based on the community management theory and the new public service theory,as well as the community governance policy of our country,this paper holds that the " Country to Residence " communities have the characteristics of "half city and half village",diversified population composition,complicated community governance,special community environment and so on.In terms of community governance,the management system of the villages changed to the community is not timely,the villagers' concept is difficult to keep up with the pace of urbanization,and the residents are facing the challenges of livelihood issues.This paper takes R community located in Chenggong University Town,Kunming City as an example.On the basis of interviews and surveys,it is believed that R community governance has achieved a series of results.But at the same time,they are confronted with difficulties such as the unsatisfactory system and mechanism of community governance,the difficulty of community environmental governance,and the inability of social organizations to meet the needs of residents.After analysis,this paper believes that the main reasons for the community governance dilemma in R community are insufficient play of the role of community party organizations,the deviation of the function of the community neighborhood committee,constraints of traditional administrative system,the weak participation of social organizations,the absence of co-governance between communities and universities and other factors.Finally,this paper explores the countermeasures of community governance of " Country to Residence " in university towns of Yunnan province.This paper argues that we should continue to optimize the governance concept,ideas and methods from the aspects of constructing diversified governance subjects,improving residents' security measures,smoothing community governance participation channels,setting up joint committees to promote the participation of universities and " Country to Residence " communities,establishing " a family" awareness and expand community service targets,using modern scientific and technological means to help " Country to Residence " community security management.The research results of this thesis strive to improve the theoretical research on the management of " Country to Residence " communities in university towns.At the same time,it has certain reference value for innovation and improvement of community management practices in " Country to Residence " communities in university towns.
