A Case Study Of "Country To Residence" Community Governance Based On Polycentric Perspective

Since the reform and opening up,in order to improve the level of urbanization,there are two different forms of urbanization in China.One is spontaneous urbanization and the other is urbanization led by the government.The “Country to Residence”community is the product of urbanization led by the government.Therefore,the community inevitably has a strong administrative color in the process of governance,and presents a single-center governance form centered on government power.However,with the in-depth development of the “Country to Residence” work,this model,which relies heavily on the government to promote community governance,has failed to meet the real needs of community governance,and innovation in community governance concepts is imperative.This paper takes GT “Country to Residence” community as the research object,takes polycentric governance as the research perspective,tries to analyze the situation of polycentric governance of GT community,summarizes relevant experience and provides help for the implementation of polycentric governance in other“Country to Residence”communities in China.First of all,the article analyzes the difference between the“Country to Residence”community and the general urban community and rural community and the characteristics of the “Country to Residence” community,sums up the basic elements of the polycentric governance of the“Country to Residence” community,and is based on polycentric governance.The analytical framework of this paper is based on theory,social capital theory and network governance theory.Then,this paper focuses on the implementation of polycentric governance of GT “Country to Residence” community,and summarizes the relevant experience of community implementation of polycentric governance.It believes that party organizations can gather social resources for community polycentric governance through innovative party building work,and the government can Formulate relevant policies to provide institutional guarantee for polycentric governance of the community,and at the same time accelerate the transformation and restructuring of collective economic organizations to lay a material foundation for polycentric governance of the community.However,the polycentric governance of the GT“Country to Residence” community also has certain problems,mainly in the three aspects of the community governance main body structure is not perfect,the trustrelationship between residents is insufficient and some subjects are mutually exclusive.In response to these problems,the article analyzes the reasons from the perspectives of the influence of the original community management system,the change of the community relationship network and the differentiation of the main interests.Finally,the article proposes to improve the polycentric governance of the“Country to Residence” community by improving the governance capacity of relevant entities,building trust relationships among multiple entities in the community,and optimizing the cooperative mechanism of polycentric governance in the community.
