Research On Our Country's Urban Community Through Polycentric Order Orientation

Now Chinese society is in the time of transition, so new phenomenon and new issues come out continuously. Social culture, social function, people's lifestyle and needs , and the relations between the social organization become multileveled. Community is the miniature of the society, and it reflects all kinds of social problems. Community governance is a completely and systematic project, and involves many aspects of social life. With the movement of our country's reforming and social market economy, to discuss the governing pattern of the community requires the inhabitants and government organizations to take the responsibilities together. They have equal position in community governance, they balance the relations between the multileveled governing and set up a equal and cooperative community governing pattern.Because of the government loose its function, the impact of the "unit" organization, and the civil society develops not well, our country's community governance now has many problems: the system is not reasonable, the governing mechanism is not perfect, the law is not completed, the quality of the governing body is not high. The theory of the Polycentric Governance enlights our country's community governance. Polycentric Governance is on the basis of independent governance, and it allows many power centers or service centers exit together. And try to serve the community people better through competition and cooperation to reach the ideal condition—democracy, cooperation and consultation. Now to consummate our country's community governance system and shape the ideal polycentric order, we'd better innovate the governing idea, reform the governing system, perfect the governing mechanism, complete the governing law, enhance the quality of the governing body.This thesis takes the polycentric governance as the research method, and mainly use the standard analysis to analyze our country's community governance, and try to give some advices. The innovation of this thesis is to take the polycentric governance as a model to govern our country's urban community. "Polycentrity" was first mentioned by the American scholar Michael Polanyi, and then Vincent Ostrom and Elinor Ostrom and other scholars proposed the theory of Polycentric Governance, and this has improved the Governance theory. This thesis try to research the country's urban community governingmethods on the basis of polycentric governance, and try to find some perfect suggestions for shaping the peaceful urban community.There are mainly three parts in this thesis. Part one is to elaborate the relative issues of our country's urban community governance, including reasons, concept, summary, view and innovation. Part tow is to analyze our country's urban community governing situation in this period, including achievements, problems and reasons. Part three is to give some suggestions.
