The Research On Governance Issues Of "Country To Residence Community" Under The New Urbanization Background

With the further development of Urbanization the industry structural optimized and upgraded unceasingly. The New Urbanization is people-centered urbanization which emphasis more on promoting the upgrade of Governance structural at the same time."Country to Residence"is one of the important measures to develop the construction of the New Urbanization, "Country to Residence " Community is a special form of Urban Community which has unique features compared with Urban Community. It is the bond of city and country.The level of "Country to Residence" Governance is directly related to the depth and quality of Urban Governance. At present our government played a leading role on "Country to Residence "Community work. So "Country to Residence "Community got the shadow of administrative management of government from the outset and formed a Governance with the government power as the core. But with the advancement of the New Urbanization, community requires more and more democratic governance which can make original villagers integrate into the community after the change in the role. So Unified Governance which was centering on government power got bogged down. The government with single power was unable to solve complex social affairs of "Country to Residence "Community effectively, to adjust the interest relationships between different interest groups and to provide public products and service. So "Country to Residence" Community stepped onto the road of exploring effective Community Governance and some areas have developed into primary speciation of multiple governance.This paper was written under background of the New Urbanization building and took Social. Governance theory and Civil Society as theory guidance. It analyzed "Country to Residence" Community from macroscopic and microscopic aspects by literature review method\case analysis method and qualitative research method. With Community Cao Jia of Harbin City as a case analyzed the current community status and features and shortcomings of existing Governance method aimed to explore the optimization path of "Country to Residence" Community Governance in order to find the reform direction of Poly-Centric Governance. And finally realize the harmonious governance of "Country to Residence".
