| Community is the basic unit of society,and the urban community is the important basic part of modern society.With the process of urbanization,the urban population has been increasing year by year,leading to increased stress and issues in urban communities.Therefore,the urban community governance has gradually drawn extensive concern from all sectors of society.How to implement effective urban community governance and construct community governance system has become the important requirement of modernizing the national governance system and capabilities.Since the 1990 s,it has achieved certain governance experience and success in urban community governance to some extent.And some typical patterns have been formed in several cities like Shanghai,Wuhan,Shenyang.Nevertheless,due to the late start of the theoretical and practical research on community governance in China,the significant difference in economic and cultural levels in diverse regions,and the separation of theoretical research from grassroots reality,there are still many problems in urban community governance that need to be resolved.This article takes the community governance of X Office in Wenzhou City as an example,lay-outing chapters in accordance with raising,analyzing and solving problems.Firstly,it introduces the community organizational structure and existing community governance pattern.By way of the field investigation and questionnaire survey method,It was found some saving graces,but a large number of problems still exist.They were analyzed in three aspects including the unfit mechanism,the inefficient governance,the absent or offside mainbody.Then the paper forges with a deeper analysis of these issues according to the government and each governance bodies.It points out the weaknesses of government’s ideas and approaches,subjects themselves and their interrelationships.At last,this paper concluded several suggestions from different perspectives,including optimizing the governance idea in thought,perfecting the governance mechanism in system and promoting collaborative development in body based on the research of the present community governance in X Office.Through the existing national and international theory and practical experience,this paper draws the conclusion that,urban community governance requires the participation of the government,and X Office of Wenzhou City is suitable for the community governance pattern of "government-led with multi-agent cooperation ".Meanwhile,based on this pattern,government and governance bodies should continue to improve their ideas,working mechanisms and other aspects,so as to gradually solve various problems existing in the current urban community governance and enhance community governance and service ability.It hopes that this paper can provide some advices for the urban community governance of X Office and other similar areas in China. |
