Since1978, China has gradually entered the "reform era" from the "revolution".Economic development has become the main goal of modernization. In thirty years of development, the province as an important part of China has played an important role.China is a country composed of various provinces.Provincial leaders are important participants in Chinese politics, who are also major Chinese governances.Otherwise,It is crucial to know what kind of people governance provinces in China. In the21st century, the Communist Party of China is facing various challenges with the complexity of social affairs, which put forward higher requirements on the ruling of Communist Party of China.Otherwise, the central leadership pay more attention on provincial leaders.In this paper, I will work out the population characteristics of provincial leaders and the factors which influence the promotion of provincial leaders through studying the committees from the Sixteenth Central Committee to the Eighteenth Central Committee by using the method of political elite career and SPSS statistical analysis.The first sector is preface which selects topic background, the literature analysis, the research design, possibly innovates and the insufficiency. The second sector explains the object,data collection,hypothesis,variable choice and so on. The third sector analysis the population characteristics of provincial leaders which include hometown,ethic group,age,party standing,gender and so on. The fourth sector test the proposed hypotheses by SPSS statistical analysis The fifth part is the conclusion and summary of this article.According to the conclusions,the group characteristics of provincial leaders are as follows:First, the East China produce more provincial leaders than the other areas. Shandong, Jiangsu and Zhejiang provinces are top3provinces. Second, Han provincial leaderships account for the majority of Chinese provincial leaders,the proportion is over85%. Third, the average age of provincial leadership cadres are58.5years in the three Central Committees.From a vertical perspective, the average age has decreased gradually. Fourth, party standing of the leaderships are33.7 years old on average.From a vertical perspective, party standing has not changed significantly. Fifth, there is great disparity in the proportion of men and women provincial leaders.Women leaders account for only2%. Sixth, from the perspective of promotion time, the average time from work to governor positions is33.8years. It is34.4years from work to party secretary positions. Seventh, from work experience, the number of locations is between1and2on average, and with the passage of time, the number of provinces in which they work increases slowly.From the factors which affect the promotion of provincial leaders, the age, the final qualifications, the category of provincial leadership as well as the number of locations promoted a significant correlation with their promotions.while the party standing, ethnicity, primary education, professional background have no significant correlation. Specifically, the younger the provincial leadership, more likely promoted; higher final qualification education, the more likely to get promoted; greater the number of working places, more likely to be promoted; provincial secretaries are more easily promoted than the governors.In research methods, this paper use quantitative methods mainly. By collecting the Biography texts of provincial leaders from Sixteenth to Eighteenth CCP Central Committee and using SPSS software,I test the factors weather affect the promotion of provincial leaders. This is the innovation of this paper as well as an advance in the research field.
