Exploring The Mechanism To Promote Major Industrial Projects Of Chinese Grassroots Governments

Investment, consumption, export are referred to as the "three carriages" ofeconomic growth. For the grassroots government, investment is supposed to be the mostsubjective and controllable one. Moreover, the major industrial projects play asignificant role in promoting the investment.The major industrial projects have a powerful promotion effect on thedevelopment of our country’s economy. At the present economic developing stage, themode of economic development is shifting from extensive mode to intensive mode.Meanwhile, the rapid development of the national economy is gradually being replacedby the way of stability and sustainable development. Therefore, the major industrialprojects should adapt to the trend of economic development. This article focuses on thegrassroots government that how to overcome the difficulties which exist in the majorindustrial projects, and play a positive role in it. Furthermore, this article analyzes thecurrent status and existing problems of the major industrial projects, which aredominated by the grassroots government, trying to find innovation mechanism to solvethose existing problems.This article combines three promoting cases, including the capacity expansion ofpassenger vehicles, the engine expansion of passenger vehicles and new energy vehiclesin the A district’s automobile industry base. By analyzing and researching the threecases, we consider that if grassroots government can improve the mechanisms ofgovernment incentive and public selectivity in the major industrial projects specifically,which could make them abandon the theory of economic value and turn to the idea ofpeople oriented, seeking truth from facts and scientific development, and the majorindustrial projects will obtain more effective achievements.
