With the rapid development of science and technology, the Internet has having the profound influence upon the whole society. A growing number of people get touch in the internet.The base of citizens participating in political decision-making becomes more solid. The Internet provides a very convenient way for citizens to participate in democratic politics, and provides an effective communication platform for the effective interaction between government and citizens.This article combed the related concept of citizen network participation in public decision-making basing on the previous research. Taking the hot issue on the network in the Forum on the "the wheels of corruption" as a typical case, and analyzing the background and current situation of the "the wheels of corruption" of this event, the article summed up the propagation and interaction effects of the citizen participation in the network public decision. It elaborated the impact of citizen participation in public decision-making, summarized the inadequacy of the three aspects of the system, decision-making body and participation body which of citizen network participation in public decision-making process. The article revealed the plight of citizen network participation in public decision-making process.This article analyzed the feasibility, the rationality, the rationality and the social implementation benefit prediction of nationwide promotion of the "the wheels of corruption" in the Forum. It proposed the perfecting of mechanism construction of the citizen network participation in public decision-making from three aspects of government, technology and the public. It raised the matters needing attention in citizen network participation in public decision-making.
