Research On Citizens' Participation Path In Pulic Policy Making With Micro-Network

In recent years,China's economic development has drawn the attention of the world.With the continuous improvement of comprehensive national strength,China's economy has turned from a stage of rapid growth to a stage of high-quality development.However,as the most important part in the process of democratization and legalization,inadequate participation in public policies has always been a huge challenge for the government with the process of providing public services.The rise of Internet,big data,mobile communication and other technologies has led to the emergence of citizens' participation with micro-network which has greatly improved the convenience of the way to participate and has gradually become an important channel for citizens to make suggestions.The research on how to promote the democratization,scientization and legalization of public policy making with the help of micro-network has become a vital proposition for China to accelerate the democratic process in the new era,which is of great significance for the Chinese government to better provide public services to the people.At present,as an important channel of citizens' participation in public policy making,micro-network has attracted great attention from local governments.However,due to the objective existence of such problems as insufficient motivation to participate,the imperfect construction of micro-network channels,the insufficient response ability of the government,and the unclear evaluation criteria of the platform,the effect of citizens' participation in public policy making with micro-network is not satisfactory.The reasons are mainly due to the lack of institutional guarantee for citizens' participation with micro-network,the unsound mechanism of micro-online participation,the lack of benign government response mechanism,the imperfect performance evaluation systemand the unscientific design of government service organizations.Therefore,this paper puts forward the following two sides of suggestions through the analysis of survey data: from the perspective of the government,establish a correct public service concept,standardize the micro-network platform,establish a scientific performance appraisal system,improve the citizens' participation mechanism and the professional quality of administrative personnel.From the perspective of citizens,weshould strengthen the sense of participation in public policy making,improve personal political literacyand strengthen the supervision of government's work.In that way,by building a new media platform for government affairs,the interaction between the government and citizens in the formulation of government public policies can be realized.
