Research on the victim’s attention began in the50s of the20th century, the studyis not to blame the victims or to excuse the sinner, but to reduce and control the crimeeffectively from the perspective of the victim research, it’s the basic viewpoint of thisarticle. As an important object of study under Criminal Victims, it needs furthertheoretical and empirical research. Based on the type of criminal juvenile victims,criminal victims phenomenon, development trend and the reason analysis, and in theappropriate foreign criminal victims preventive protection on the basis of the theoryand practice, to protect our country juvenile criminal victim preventioncountermeasures are put forward.The first part is the summary of the minor criminal victims. Specific fromcriminal victim’s definition, the types of victims, victimization situation to analyze thebasic problems of minor criminal victims, this article defines the minor criminalvictims as criminal behavior or other illegal acts against a person under the age of18,and from the point of view of classification of classification theory and judicialpractice, this article expounds the different classification of underage criminal victims,and concretely introduces the three categories of juvenile criminal victimsstatus,including suffering the sexual abuse of minors、the kind of abuse of minorsand child trafficking, to discuss the plight of the juvenile criminal victims studydeeply.The second part is the cause of juvenile criminal victims. First of all, from the general reason, including psychological reasons, family, school and social reasons, tounderstand the universality of minors to criminal victims; Secondly, respectively forthree kinds of different juvenile criminal victim reason do specific analysis, in orderto reveal the particularity of different types of minors criminal victims;The third part which is the most important content of the article introduces thejuvenile criminal victim prevention and protection measures. First of all, through theintroduction to the present situation of the protection of minors in our country, on thebasis of experience in the prevention of other countries for reference and protectminors measures, set up the laws and regulations, social protection and national levelto prevent minors falling victims, and protect the rights of minor victims.In a word, the purpose of this article is to analysis the present situation, thereasons, in combination with measures to protect minors and experience at home andabroad, put forward the ideas of preventing victim system and protective measures.
