Research On The Victimization Of Telecom Fraud Crime

The development of Communication and the Internet technology bring convenience for human production and living,at the same time,people are suffering from the subsequent telecom fraud crime.In recent years,the deluge of fraud information,the multiple high incidence of telecom fraud crime,the widely crowd of victims,the serious losses of victims,not only infringe upon the interests of the masses seriously,and affect the safety of the masses seriously.This article research telecom fraud crime mainly from the the standpoint of victimology,in order to reveal the law of the victimization of Telecom Fraud Crime,and expect to achieve the purpose of reducing telecom fraud crime by means of victimization prevention.The article includes four parts.First of all,to define the concept of the victimization of Telecom Fraud Crime,and analyze the characteristics of victimization respectively from the victims,the mode of victimization,the time of victimization,the space of victimization,the results of victimization etc.Secondly,to analyze the victimization process of telecom fraud crime,respectively from three stages which are prior victimization,being victimization,after victimization,analyzes the interaction relationship between the victim and criminal,the reaction of the victim to fraud,and the behavioral select after victimization.The third part of this paper discusses the reason of the victimization of telecom fraud crime,on the basis of analyzing the victimization process of telecom fraud crime.Analysis suggests,the main factors which eventually lead to the victim been murdered and the multiple high incidence of telecom fraud crime are as follows: the victims of telecom fraud crime exist the weakness of the murdered personally,personal information disclosure,the lack of management from relevant departments,the omission of government regulation,the imperfect of the relevant legal system,the prevention mechanism fall behind,etc.Finally,this paper consider strengthening the protection of victims and their property from two aspects respectively: blocking the process of the victimization of telecom fraud crime,and carrying out positive prevention measures.On one hand,urge the victim to realize their personal victimity,improve the precaution consciousness,standard and abilities;On the other hand,reduce the victimization opportunity from the source,strengthen the protection of personal information,strengthen the management and supervision of related industries,fill the technology gaps;And complete the relevant legal system futther,innovate the strike and prevention system and mechanism of telecom fraud crime,to achieve the purpose of the prevention of victimization,and the decrease of telecom fraud crime.
