With the continuous progress of reform and opening up and high-speeddevelopment of market economy, there are a large number of surplus labor forces inrural areas. This phenomenon has led to the emergence of a new round of largepopulation movement. Although rural migrants can promote economic and culturalprosperity, they also increase the instability factor for social development. Some ofthem move to the road of delinquency due to a variety of reasons. If crime of floatingpopulation develops continuously for a long-term but can not be effectivelyaddressed, it will threaten social stability and national security in particular socialenvironments. It may even upgrade to a serious social and political problem.Obviously, in-depth discussion on crime of floating population has important socialand practical significance. The proportion of crime of rural floating population isincreasing in Muling in recent years. Study on crime of rural floating population inMuling can guide muling to create a more harmonious social environment, and evenprovide references for the surrounding areas and provinces. The purpose of the paperis to combine criminal theory on floating population with crime status quo andcharacteristics of crime of rural migrants in Muling. Then, it identifies relevantfactors affecting crime of rural floating population in Muling. Through systematicanalysis on crime of rural floating populations in Muling from economic, political,cultural and other aspects, it proposes countermeasures to govern crime of ruralfloating population in Muling, in order to build a more harmonious socialenvironment.The paper took rural floating population in Muling as samples. Based ondrawing domestic and foreign research data, it integrated the use of literature survey,interview, standardized analysis and empirical analysis. Then it analyzed the current status quo, characteristics, and reasons of rural floating population. The proportionof crime of rural floating population is increasing. They often show insult to womenand are engaged in drug trafficking. As a consequence, major cases, property-relatedcrimes and other issues frequently occur; their criminal characteristics are mainlyreflected in four areas, including subject, object, psychology and behavior. Therefore,the paper started analysis on crime of rural floating population from individual,social, institutional, economic and cultural reasons. It found that the influencingfactors include low education level, poor survival skills, lack of certain legalawareness, social exclusion, weak social control system, and poor execution of laborsupervision system, confused housing market management, large income gapbetween urban and rural residents, and further increase of urban-rural gap and thesense of relative deprivation.In order to reduce crime of rural floating population in Muling and maintainsocial harmony, the government and its departments and other relevant departmentsneed to properly handle the psychology of rural floating population; they shouldintervene in the psychological crisis of rural floating population at different levels,further strengthen the management of rural floating population, re-enact temporaryresidence permit management system, practice service management protectionsystem, push the pace of economic development, vigorously develop the tertiaryindustry, reinforce cultural education to establish correct values, emphasize on moraleducation, enhance basic skills training, explore transfer way of rural surplus labor,establish basic "people-oriented" idea, accelerate the pace of labor protectionlegislation to earnestly safeguard the legitimate rights and interests of floatingpopulation, establish sound early warning mechanism and combine prevention withcontrol.
