Study On The Assessment Of Emergency Management Organization Synergy Model Of Ordos

With the rapid development of the economy and society of Ordos, the types and forms of the emergency events have changed. The improvement of emergency management ability has been demanded. The emergency synergy model and the city emergency platform should be set up as soon as possible to deal with the all kinds of emergency events efficiently. The study on the emergency synergy model according to the resource and administration ability of Ordos has practical significance.Firstly, the situation of construction of emergency management in Ordos was analyzed. The types and characters of emergency events were surmised through statistics and data analysis. The author also analyzed the main problems of emergency management construction. Secondly, the four city emergency synergy models were studied. The emergency functions of the departments of Ordos were studied. The author selected28departments as the main. samples. Three kind of organization structures were set up according to the concentration of power, authoritarian state and synergy state model. Finally, based on information entropy theory, the evaluation model about the emergency synergy organization was set up. The system organization entropy of the three kinds of organization was calculated. The outcome shows that the degree of order of the state of concentration of power is the best.The model setting up in this thesis is not only useful for providing the quantitative methods for the selection the emergency synergy model in Ordos, but also helpful for other cities to choose their emergency synergy model according to the resource and condition.
