Research On Township Government’s Credibility Problem In China

Government credibility of villages and towns in China is that villages and towns government provides its public services including the six indexes. There are government officials, democratic proposal, and public policy and so on. With the development of China’s economy and society, government takes more and more social functions and the field of government management is getting more and more broad. However, whether the government can manage well and whether the government can manage effective will depend on the evaluation of the social public which is the satisfaction and trust of public in this thesis.Our government influenced by the traditional "official standard" consciousness very deeply, especially in township government. With the rapid development of this material and economic world, the "servant" consciousness which originally in civil servant’s mind also gradually fade. They also let the idea "put one’s heart and soul into serving the people" behind. In recent years, with social hot problems emerging frequently such as the government forced demolition, violence law enforcement and the awareness democratic among the public gradually enhancement, the villages and towns government credibility have fell to the freezing point and faced a severe test. In allusion to the worsening situation of the general public to our township government trust crisis, the function and service consciousness of villages and towns government in our country have been got a new understanding-This paper carries on the SuiChuan County as the case to analyze township government credibility in the central province and to study how to improve the government credibility of villages and towns in our country.In this study, I chose all sectors of the rural village as the research object, based on the villages and towns’ government credibility and influenced factors, using the interview method, literature method, questionnaire survey method and the relevant questionnaire design investigation and results analysis to write my thesis. Then we concretely understand of villagers to township government job satisfaction through visit with the way the investigation. This article mainly uses five township statistical analyses of172valid questionnaires of SuiChuan County in JiangXi province and pointedly comes up with township government credibility countermeasures.The first two chapters in this paper mainly discuss the background of the topic selection, research significance and research method, etc. The third chapter mainly studies the villages and towns’ government credibility on the basis of the questionnaire survey, thus carrying out the satisfaction degree of the specific analysis of the six big index of the government officials, public service, government information disclosure and how to find the main problems of our country villages and towns’ government credibility better. The fourth chapter mainly analyzes the cause of our country villages and towns government credibility weakening which includes the internal reasons of the villages and towns’ government function positioning, the villagers’ autonomy power not guaranteed and the external causes, such as lack of rural public service system and so on. The fifth chapter puts forward the reform from the four aspects respectively.The results after the research on SuiChuan County’s township government credibility are that our country villages and towns government credibility is generally low. This situation not only related with villages and towns government hierarchy but also largely related with the functions of township government and the staff. According to the six indicators of analysis, the villages and towns’ government credibility stays in the level of better trust(S=0.502). Besides, the rank of the factors which affect the villagers of the villages and towns’ government credibility are the villages and towns’ government economic construction (S=0.531)> the villages and towns’ government public policy (S=0.529)> the villages and towns’ government public service (S=0.506)> the villages and towns’ government cadres (S=0.499)> the villages and towns’ government democracy construction (S=0.493)> the villages and towns’ government information disclosure (S=0.464). Therefore, in order to improve the level of our country villages and towns’ government credibility, we need to try our best to villagers focus areas, especially the villages and towns’ government information publicity such as financial and policy information publicly, democracy construction and further improve the rural public service level as well.
