In recent years, with China’s urbanization process speeding up, the problem has become increasingly prominent withrural left-behind children. As "left-behind children" is a special vulnerable group, taking care ofthem is the common responsibility of the whole society. The work about rural left behind children isthe implement ofan important task with scientific outlook on development. It is the inevitable requirement of building a harmonious socialist society and the inherent need to realize the socialist modernization. In addition, it is a basic project of building a powerful country of human resources.This paper takes Jiangxia District of Wuhan City as an example.The Jiangxia district investigates into the actual situation ofthe care measurements taken by the government, school, family and society. It also puts forward analysis of left-behind children from the psychological, emotional, learning, communication and other aspects and advices for the construction ofleft-behind children’scare service system, aiming to offer some reference for the solution to theproblem of the left-behind children and therefore facilitate settlement of the problemsThis paper is divided into four parts:The first part is the introduction. This part is the theoretical analysis part. This part mainly expounds the purpose of choosingthe research topics, research methods, innovation points and deficiencies. It givesrelatively objective comments on thelatest domestic and foreign research dynamicsrelated to the left-behind childrenandillustratestheoretical tools used by the important conceptwhich providefurther studywith theoretical basis, to make it more scientific and normative.The second part is the basic situationand the current care service system constructionstate of left behind children. This part is based on the investigationinto the present status of the left-behind childen in Jiangxia District of Wuhan City which contains the analysis of the main aspects of the child’s care, life, learning, mental health and conduct.Judging from the current situation, the biggest problem faced by children left behind is the emotional problem, followed by the behavior problem.It is restricted bythe low cultural quality of parents andfaulty notions resulting in the reality thatfamily tutoring vacancies are common problemsconfronted bythe rural left behind children. Children’s security problems of the rural left behind, is not optimistic,either.On this basis, this paper discusses the present situation of the construction of Jiangxia area’s care service systemfor left behind children, and the existence of the three major problemsincluding.unfairservice object, distortion of the servicesubject and the service behavior of "model".The third part is the reasons for the problems that take place inthe care service system for the left behind children.Further inquiry are undertaken intothe society, schools, government and familiesto find the cause of the existingproblemsarisen from of left behind children care service system.The fourth part is the political suggestions to improve thecare service systemfor left behind childrenin Jiangxia region:one is to optimize the social environment,and the form the consensusof caring and serving for the society; Second one is to bring school functions into playto perfect the construction of campus network of services; thirdly, strengthening the governments’ responsibilityand politicalguidance; Fourth one is to cement family responsibilityin order to improve independent ability to care about oneself."The care and service system" is the kernel of the government as the main body. The legal mechanism, economic mechanism and administrative coordination mechanism guide and promote the long-termand effective participationof society,school and family with stabilityin the care and servicefor children so that we can form the resultant force of education, harmonious education environment, andenhancecomprehensive development of the rural left behind children.The fifth part summarize the whole paper.
