As an important part of village cadres rural grassroots cadres, the comprehensive quality of village cadres will directly affect the overall quality level of economic development in rural areas, and farmers’ standard of living. Especially in poor mountainou areas under the conditions of resource scarcity and poor natural conditions, village cadres perform more obvious in poverty alleviation and development work. Strengthening and improving the training of village cadres from poor mountains is helpful to promote local economic development. Laiyuan is located in the west of Hebei province, it is also a poverty county in Yanshan-Taihang mountain area. In2013, the county’s rural per capita net income was3,686yuan, ranked last for three years in Hebei Province. Levels of poverty in Laiyuan is serious, there are many problems in the construction and training of village cadres. After the State Council issuing the "Yanshan-Taihang Mountain Area Regional Development and Poverty Alleviation Plan (2011-2020)", Laiyuan put increased training of village cadres and improve the lead exemplary role in poverty alleviation and development in the village cadres, which is important part of its poverty alleviation, strengthened quality training of village cadres and enhanced the demonstration effect of the village cadres in the poverty alleviation was put as an important content of its poverty alleviation in Laiyuan. But there are still many problems building and training of village cadres. In this paper, the status of construction and training of village cadres from Laiyuan county was studied, aimed at providing a reference to formulate policy in poverty alleviation and development work through discovering the existing problems.On the base of the analysis of the correlative researches, this paper uses the method of questionnaire and interview, investigated185village cadres in Laiyuan. This paper analyzes the present situation of the quality of the local village cadres and government training status, and find the existing problems through the analysis of the data. Firstly, the article introduces the background and significance of the study, the lack of current research and innovation as well as research methods and research. In the second part, the theoretical basis of the article was described including the definition of training, human capital theory and incentive theory. In the third and fourth parts, through analyzing the status of the information and data of questionnaire resulted that training problem of village cadres in Laiyuan county. Finally, specific measures against the problem were put forward. The main conclusions:(1) The problems exist in Laiyuan county such as village cadres older, educational level not high, the lack of legal awareness and other issues, which affected the village cadres master training content, not conducive to the village cadres trained enhance their ability to promote the rural economy development;(2) In training process of village cadres in Laiyuan county problems followed as less theoretical trained, inadequate funding and lack practical content and other issues, which makes the overall effect training of village cadres poor, affecting the process of poverty alleviation and development in Laiyuan county.Finally, the following measures:(1) For the different ages of the village cadres, training contents designed is helpful to enhance the relevance of training, while training of women cadres should be strengthened at the same time;(2) To strengthen training of the theoretical policy and market economic knowledge content, while focusing on quality education resources universities aid training;(3) To develop scientific incentive and evaluation mechanism, improve the training track after a feedback mechanism and establish long-term mechanism for training cadres;(4)Learn from the successful experience of the expert group and other areas, increase funding to training of village cadres.Innovation:the existing research on the village cadres focused mainly on the functional status of village cadres and construction, and comprehensive study of the status quo and the status of the training quality of village cadres is poor, especially in poor areas for the overall quality of village cadres in the process of poverty. This paper focuses on the current situation and the overall quality of the training status of village cadres from Laiyuan, can make up for the lack of related research present situation.
