Research Carried Out By Civil Defense Department On Emergency Management Of City

China is in a crucial period of economic and social transformation. With theacceleration of city economy and globalization, the city is facing more and more risksand crisis. The government must improve the ability to respond to emergencies,establish and perfect the emergency management mechanism of various publicemergencies. Since a period of time, China’s civil defense department has always beenadhering to the policy of "long-term preparation, construction of key projects, peacetimeand wartime". A lot of work has been done on wartime air defense, disaster prevention,usually around two defence integration, and remarkable results haven been achieved.However, some deficiencies still exist in the construction of management system.In this paper, the overall architecture follows the the ideas of researching currentstate, seeking the problem, analyzing problems, and sovling the problems. The article isdivided into five parts. The first part is the in-depth analysis of the background andsignificance of the study, explaining the reason for writing; The second part is thedefinition of relevant concepts of the civil protection department and the city emergencymanagement, laying a theoretical foundation for the full text; the third part, through theanalysis of the status of domestic and Changzhou civil defense sector in the cityemergency management, puts forward the problems and find out the reason; the fourthpart is the present situation and operation mode according to the domestic and foreigncivil defense emergency management, and provides the reference for our country civilparticipation in the city emergency management; lastly, the fifth part is a summary ofthe above analysis and research theory, elaborating from the multi angle, and exploringthe ways and measures of civil participation in the city emergency management, inorder to effectively promote the Civil Protection Department of emergency management into the pace in the city.After studying the basic theory and application of emergency management, andcombining work practice with the research on this topic, especially focusing on twoaspects of theory and practice of in-depth analysis and discussion, the author analyzesthe existing problems, points out the further improvement and strengthening suggestionsfor civil defense, looks for emergency rescue in the city emergency management systemfor accurate positioning, and finally draws attention to civil defense.
