The coming of the population aging makes China confront with a dilemma inwhich China might get old before it gets rich. To make sure our social stability anddevelopment, the security of aging becomes an urgent problem. Especially in thedeveloping aural areas, the situation of population aging is serious, the degree andthe speed of the population aging in rural areas is higher than that of urban areas. Thispaper mainly discusses the meanings of the rural old-age security and the stateresponsibility, and stresses that the state has the obligations and responsibilities toprotect it, and investigates the current status and problems of the old-age securitymodels in rural areas, and focuses on the analysis of state responsibility and learnssome experience and lesson from several typical old-age security model in foreignrural areas. Finally, to improve the rural old-age security, tries to put forward somesuggestions and opinion about how to perform the state responsibility. In my point ofview, considering the large space in rural area and the uneven development ofeconomy and culture, we should combine with the current actual situation and makefull use of various resources multi-pronged to safeguard the pension needs ofpeasants.
