Research On Government Responsibility In Rural Social Security Of China

China is a developing country,the social economy is built on the basis of urban-ruraldualistic economic system,along with the urban-rural dualistic social securitysystem.Compared with urban social security,there was rarely effort paid on the rural.Ourgovernment has no clear ideas about it,and there is inadequacy and deficiency ofgovernment responsibility in rural endowment insurance,medical insurance,and socialassistance.The main reasons are that the area of respective responsibilities is notdistinct,and there is little interconnection between government responsibilities in using andmanaging the funds of rural social security,what’s more,the government has no closecooperation with social organizations and individuals, laws and regulations are scattered inthe area of rural social security.Since the reform and opening up,there is apparent economicand social development in rural areas.However,along with the development is theweakening function of the households and the land as a safe guard for the ruralpopulation,as well as the aging of the population,which is a challenge to rural socialsecurity.To deal with this,our government should reasonably regulate and guide the ruralsocial security system,and make the responsibilities clear,also make the funds effectivelyused and regulated,and strengthen communication and cooperation with socialorganizations and individuals,as well as the modification of the laws and regulations in theperiod from urban-rural dualistic to integration.In this paper,the government’s responsibility of rural social security will beinvestigated from the angle of the administrative law.By analysing in the aspects of ruralmedical,pension,and minimum living guarantee,we will find some key issues.And toensure the healthy functioning of rural social security,our government can take some measures like improve the legislation, expand financial support, and regulate more strictly.
