This paper using the comprehensive evaluation method to study the equalization of basic public service level and trend of urban and rural areas of Luzhou. After introducing the relevant theories, determined the aspects indicators according to the Twelfth Five-Year Plan for National System of Basic Public Services, referenced the existing literature evaluation index system and to determine the single index according to the principle of rationality and feasibility. Using the AHP to determine the weight of each single index and index. Finally, the weighted arithmetic mean method were synthesized by single index as the aspect index, the index for the synthesis of evaluation reflect the Luzhou urban and rural basic public service equalization index.The original data of Luzhou’s urban and rural basic public service equalization from2000to2011, is mainly composed of Sichuan Province data of statistical yearbook of consolidation. But in the data collection process, it is founded that some index of basic public services in urban and rural areas has not yet disclosed, which affected the accuracy of the research and degree of accuracy. It also shows that the statistical data published by the statistical department is not enough to fully reflect the level of urban and rural basic public service.The calculation results show that from2000to2011the equal access to basic public services in urban and rural areas of Luzhou index fluctuations in the vicinity of60%, the average value is60.25%. Among them, from2000to2004, showed downward trend, the minimum value (54.77%) appeared in2004, form2005, the index began shown increased trend, in2011reached its maximum value (67.94%). In2011, the equalization of basic public education, Luzhou index of basic medical and health care, social security and infrastructure4indexes were99.82%,48.44%,64.67%and52.57%. Overall, the equalization of basic public services in urban and rural areas of Luzhou is still at a relatively low level, in addition to the basic public education, basic health care, social security and infrastructure3indexes equal level are low.Consider the calculation results and Luzhou’s actual quality of urban and rural basic public services in urban and rural areas, this thesis found that the equalization of basic public service gap is larger and more complex. In the basic medical and health care, health resources are more toward to the city, gap between urban and rural areas further widening trend. Although the results show that the realization of the equalization of basic public education in urban and rural areas, but rural schools in terms of teaching facilities, teachers, teaching level and the city still has a huge gap. In terms of social security, social security system in rural areas is not perfect, the level of social security is obviously behind the city, and the different social security system and problems to be solved. In the aspect of infrastructure, security of drinking water in rural residents can not be guaranteed, most rural areas have not yet established the living garbage harmless treatment facilities.The average apportionment index weight to calculation results show, index weight change less impact on the the equalization index and its trend. Analysis on the calculation results and evaluation index system display that the equalization standards of single index can be divided into three kinds, which are complete equalization index (rural and urban equalization standard ratio is100%), relative equalization index (rural and urban equalization standard ratio should be less than100%) and special equalization index (rural and urban equalization standard ratio should be greater than100%), this classification is beneficial to accurately evaluate the equalization of the basic public service. The calculate results failed to reflect quality gap of basic public services. Therefore, the existing evaluation index system needs to be further improved, accurate evaluation results also depend on the comprehensive and accurate statistical data accumulation.
