Early in the19th century, the U.S. Navy Captain Mahan in the famous "Sea Power," a book mentions "sea power or by virtue of marine ocean can make a nation everything to become a great nation,""Who controls the sea, who controlled the trade, who controlled the trade, whoever controls the world’s wealth, and finally it controls the world itself."It can be said Westerners maritime awareness has been rapid development in recent times, however, the rise in the Western sense of the world’s oceans, we this ancient oriental nation’s maritime awareness is still in its infancy, so we missed the rarest historical opportunity. Since20th century, the world’s oceans national general increase in awareness, awareness of the importance of the ocean has reached an unprecedented level of development of marine resources so that some countries get a huge ocean report. With the continuous development of ocean development, the coastal marine management, marine environmental protection, maritime traffic order and maintenance work has also been strengthened, but due to various circumstances and history of the different characteristics of ocean management is not the same.In the21st century, people believe that the21st century is the century of the ocean. Therefore, each country is how to further refine and improve the country’s efforts to explore marine management work, searching for their own marine management system. China’s offshore administrative law enforcement system with a lot of countries, after several institutional reform, the formation of a maritime, customs, maritime, border control, fishery and other multi-sectoral co-management mechanisms. This paper studies the maritime management of Sansha MSA.Sansha is the youngest city of China, the sea area under the jurisdiction of more than two million square kilometers, roughly equivalent to1/4of the whole land area (9.6million square kilometers) of China. There are more than200uninhabited islands and rocks. South China Sea under the jurisdiction of Sansha city is not only an important traditional fishing grounds of our fishermen and Northeast Asia’s most important international channel, but also China’s most resource-rich waters.2010Xisha Maritime Administration was established, which opened a new chapter in marine management of history of Sansha City. Due to late start, institutional settings, and the construction and law enforcement personnel and equipment configuration is still not perfect, the relevant laws and regulations are not sound enough, with the situation in the South China Sea and the particularity of the geographical location, Sansha maritime administration still faces some problems and deficienciesIn this paper, the use of public management principles and theoretical basis, through the collection, access to a large number of historical documents, international conventions, laws and regulations, more domestic and international maritime law enforcement system and the troop strength and development as well as three sand thing regulatory situation, learn from foreign countries in the maritime regulatory good experience and practice.In this matter on the basis of three sand regulatory status of research and analysis, analysis of three things regulatory problems sand deep-seated reasons, and in the process of research and analysis of existing problems and summarize the experience and views put forward his theory of the three sand things supervision put forward their own proposals and views and to strengthen supervision of three sand thing ideas and measures.
