Research On The Problem And Policy About The Rural Human Settlement Of Heilongjiang Province

The economy and society of our country developed rapidly, and the farmers’ living standards continue to improve. But, the problem of "agriculture, rural areas and farmers" becomes increasingly obvious, the rural residential environment gradually aroused people’s concern.Ours is a large agricultural country, the majority of the people are agricultural people, and the construction of the rural residential environment plays a very important role for the development of the whole social environment. Therefore, the State Council made a major decision to build a new socialist countryside. Rural living environment is an important part of the new rural construction, the improvement of the quality of rural living environment can effectively improve the appearance of the village, and the farmers’living and the development of the construction work in rural, and promote the construction of new socialist countryside.Heilongjiang Province is the more developed agricultural province in China, agricultural resources is very rich, and the development potential is very big. In recent years, the provincial government has increased its investment in rural economic and social undertakings, the farmers’production and living conditions have improved greatly, but generally speaking, the rural residential environment issues remain serious. Because of the lack of a reasonable land planning policies in Heilongjiang, the lack of a comprehensive town planning policy system, the long-term existence of the urban and rural dual systern, the fiscal and financial policy restriction of the governance environment, and the lack of legal norms to ensure implementation of the policy and other reasons. Lead some problems exist in mral of Heilongjiang Province, the waste of rural land resources, lack of the settlement planning, irrational life energy structure, the lack of the infrastructure, environmental pollution and lack of institutional security and other issues. We analyze the current situation in mral areas of Heilongjiang Province on the base of the Public Choice Theory, Balance Urban and Rural Development Theory and Sustainable Development Theory, found some problems exist in mral of Heilongjiang Province. To solve these problems, on the basis of practical experience of domestic and abroad country, we put forward policy Suggestions to improve the rural residential environment of Heilongjiang province from six aspects, with its own characteristics, rural land use, rural residential construction, rural energy construction, rural infrastructure construction, rural ecological environment construction and rural security system. Mainly including:Reform and improve the existing land management system, promote the reform of modern land property rights system; Guide peasants in residential construction scientific, using energy efficiently and scientific design settlements:Improve the rural energy technology services and management system, reform the functions of the government for the work of rural energy; Improving the investment policy of rural infrastructure, strengthen the policy support of the construction of the rural transportation and water projects; Provide the necessary financial policies for the rural environment and strengthen the regulations and implementation of the rural policy laws; Improve the rural social security system, accelerating the implementation of rural education investment policies, establish and improve rural public finance system.
