Research On Autonomous Mechanism Of Chinese Charity Organization

Nowadays, China is in a key period speeding up the transformation to modern civil society. What’s more, we have frequent natural catastrophe, serious social contradictions and social risks, so we need to create new method to govern the society, make the society more dynamic, and especially develop the energy and function of charity and other social organizations. These measures have very important effect. But because of the particular national conditions of China and the particular developing process of charity, our charity’s development is relatively lagging, especially lack of autonomy generally. It cannot meet our hope to the charity, and stop the development of charity from healthy evolution. As a result, improving the autonomy of our country’s charity is always the very point from academic world to the whole society. Being based on that, the paper makes studies focus on the autonomy of charity, mainly surrounding the history and current situation, theory and practice, inland fields and abroad fields. I hope to find the road to improve the autonomy of charity.Specifically, the paper has five parts:The first one is an introduction of the research background, the significance of selecting this topic, current situation of research method. My paper is mainly by case study and comparison study, coupled with normative research and empirical research.The second part theoretically states the concept and foundation of charity and its autonomy. Charity is a social organization, it is related to the country and society, government and market, individual and group. So the paper from civil society theory, governance theory, social capital theory and other theories to analyze the charity performance and features of autonomy.The third part is the emphasis in this paper.First of all, through summarizing the charity from feudal times development to modern autonomy, it is concluded that the charity organization in our country at present the cause of the lack of autonomy is a historic, and the internal cause is the charity having no autonomy consciousness, external reasons for the public idea of charity and social environment, political environment.Secondly, based on the city T’s Red Cross and city T’s charity federation model, staffing and financial process, such as self monitoring for empirical research, it is concluded that the charity organization in terms of autonomy in China at the present mainly have three problems:regulators did not play its regulatory role which should play;Serious lack of internal control mechanism, there is no corresponding mechanism and criteria;And autonomous consciousness, charity, lack of power that make it independent to the autonomous. Caused by China’s charity autonomy trouble reason for our country in the aspect of charity is not complete and mature legal system and charity organization security administration tendency is serious, the staff of charity professional lower.Finally, from the current social transformation and social effective governance point of view that the development of Chinese charity organizations have a strong autonomy demands, and the road is the only road towards autonomy.The fourth part, through reading literature research of the status and characteristics developed countries and regions, such as Britain and the United States, Hong Kong for charity autonomy. And it can be though:because of the different economic and cultural environment, the development of charity organization conditions vary, but they have some common features, such as scientific arrangement, diversified forms of supervision of law and system, incentive mechanism, and a unified industry standard. Thus, charitable organization in China not only can refer to the pattern, also can refer their development experience.The fifth part is for the current problem of charitable organization in our country, drawing lessons from international advanced experience of grass-roots units, from three aspects to explore the reconstructing China charity autonomy mechanism path. One is the macro level, through the perfect legal supervision system, clear regulation problem of power and responsibility, cultivating citizen awareness regulation so as to construct Chinese charity organization supervision mechanism;Second, the medium of the government level, to change the government management system of charitable organizations, efforts should be made to remove the charity "town", the transformation government function, change control administrative management to cultivate service regulation, implementation of charity organization is dominated by the government to the government guidance;Third, from the internal of charity organization that micro level is built, for charity organizations to set up the consciousness of self-management, industry self-discipline rating standards, information disclosure system, and strengthen directors diversified sources, strengthening the supervisors responsibility to enhance the autonomy of the charity.
