Governance Needs And Organizational Autonomy:a Study On The Cooperative Logic Of Government And Charitable Social Organizations

The relationship between the government and social organizations is the epitome of the relationship between the state and society,and it is also an important part of the modernization of the national governance system and governance capacity.With the continuous reform of the state system since the 18 th National Congress of the Communist Party of China,the government’s governance system has been continuously innovated,and the cooperation between the government and charitable social organizations has deepened.The role of charitable social organizations in making up for market and government failures,meeting the growing material and spiritual needs of the people,and promoting government governance innovation has become increasingly prominent and indispensable,and cooperation between the government and charitable social organizations has become an important driving force for promoting economic and social development,improving governance capabilities,and enhancing democratic participation.Exploring the action logic of government-social cooperation is of great significance for improving political-social cooperation to promote national governance.This paper explores the essential logic of political-social cooperation as the main line,and constructs an analysis framework for the cooperation intensity between the government and charitable social organizations based on the theory of state-society relationship,cooperative governance theory and resource dependence theory,that is,when the greater the governance demand of the government and the higher the autonomy of charitable social organizations,the stronger the degree of political-social cooperation,and when the government’s governance demand is smaller and the autonomy of charitable social organizations is lower,the degree of political-social cooperation is weaker.Studying the success of cooperation between the government and charitable social organizations in specific cases is one of the powerful ways to use theory,combine theory,and further develop theory,and it is also one of the effective means to apply theory to practice and continuously optimize practice.Based on the analysis framework of government and charitable social organizations,this paper deciphers the key to the logic of political-social cooperation by seeking classic cases around us.That is,through the in-depth investigation and empirical analysis of the political and social cooperation of the Little Orange Lantern Public Welfare Service Center in Xianyang City,Shaanxi Province,it is found that the autonomy of charitable social organizations is of great significance to the cooperation between politics and society,and the autonomy of organizations specifically includes the spontaneous establishment,independent operation,independent management,independent activities,independent innovation,etc.,which lay a solid foundation for political and social cooperation,and become a strong guarantee for enhancing mutual trust in political and social cooperation,improving the efficiency and effectiveness of political and social cooperation,and promoting equality in political and social cooperation.Therefore,based on the cooperation logic of philanthropic cooperation in the governance of government-society relations in China,and taking the autonomy of social organizations as a reference from empirical analysis,this paper proposes a series of new ways and methods to further promote political-social cooperation,including building a new model of contractual-type political-social cooperation,improving the autonomy of charitable social organizations to improve their organizational advantages,expanding the effectiveness of organizational embedding in the government to promote political-social cooperation,and promoting government-embedded organizations to enhance the effectiveness of political-social cooperation.Therefore,it promotes the formation of a relatively reasonable and effective cooperative governance pattern between the government and charitable social organizations,which has important theoretical and practical significance for further promoting the modernization and development of national governance.
