The Study On Charity Organizations Participating In Social Governance: Theoretical Construction And Empirical Observation

The modernization of governance system and governance ability is a major issue in current Chinese politics.Since the 1980s,modern non-governmental organizations that have emerged with the world association revolution have entered the public's field of vision.Charity organizations as one of them participate in social governance have received more attention.From a historical view,the development history of China's charity organizations presents unique procedural characteristics.In the early period of insufficient development,since the Reform and Opening-up,charity organizations have ushered a rapid development.Ideally,charity organizations involved in social governance can play a triple role.First,for the purpose of utilitarian considerations,the primary function of charity organizations is to soothe the wounds.This is an area where the market is unwilling to do and the government is not doing well.Second,in response to the needs of the growing community,the advanced function of charity organizations is to group and unite,so that charitable enterprises have scale and influence to the public;Third,from the ultimate pursuit of social ecological self-repair,charity organizations at a higher level also contain the enormous power of reconstructing the community.This triple function is both an enhancement of the ability and an embodiment of the evolution of charity organizations.In reality,the participation of charity organizations in social governance still faces many obstacles.Cultural tradition makes the generation path of charitable organizations innately regrettable.Political relationship makes autonomy become a evasive topic.And resource endowments make the development of charity organizations difficult.The reform of social governance in Western countries has put forward more realistic requirements for the development of charity organizations earlier,and on this basis has accumulated a lot of practical experience."By other's faults,wise men correct their own",but under the different political environment and cultural background,local reforms must take more complex conditions into account and explore ways to improve the participation in social governance of charity organizations in line with national conditions.
