Today,with the continuously aging of our population,the problem of elderly care has seriously hampered our country's modernization.In order to solve this problem,the government and many experts vigorously advocate the establishment and development of a three-in-one elderly care service which consisting "home,community,and institution".The three supply parties of home,community and institution are mutually connected and their advantages and disadvantages are complementary.They can make full use of the resources of multiple parties and realize the integration and standardization of multiple supply entities,thereby promoting the development of the elderly care service.It has been widely promoted and piloted in many cities in our country.City Z has also begun to trial the three-in-one elderly care service system which is "home-based,community-linked and institution-supplemented",but it is still in the early stage and needs construction and development.This article takes City Z of Province H as an example,and uses the questionnaire survey and semi-structured interview to collect data reflecting the problems in threein-one elderly care service from community elders and institutional workers at different levels.By analyzing the dilemma and causes of City Z's three-in-one elderly care service system,some suggestions were put forward to promote it.The theory of welfare pluralism advocates that social welfare should be a diversified model derived from multiple subjects(individuals,families,communities,markets,governments,social organizations,etc.),and the government plays the role of supervisor and guide,whereas community,family,voluntary organization and business departments play the role of welfare subjects.The core idea is in line with the study of this article which is under government's guidance and supervision to develop elderly care service system integrates three party providers of home,community and institution.Therefore,this study puts the perspective of welfare pluralism in the construction of the three-on-one elderly care service,considers the government as the main body of supervision,family,community and market as the supply of elderly care services,and from these four levels,finds that City Z is facing a series of problem such as the elderly have low enthusiasm for service participation,limited community resources,and serious difficulties in the internal and external difficulties of elderly care enterprise institutions.The root causes of the problem are: insufficient policy support,solidification of traditional elderly care concepts,strong administrative dependence on community functions;partial lack of market functions.Therefore,it is necessary that the government takes better control and strengthen safeguards;give play to the family's basic role and consolidate the basic status of home-based elderly care;unleash the role of community ties and strengthen the hub function of the community platform;institutions play a complementary role to actively enrich the elderly care service market;At the same time,multi-party suppliers must share responsibilities,strengthen cooperation,and ensure the healthy and rapid development of the elderly care service.There is still a long way to go to before we can truly solve the problem of elderly care in our country.This research hopes to continue to improve and continuously promote the construction of the three-in-one elderly care service in City Z,deepen the analysis of the reasons that hinder the development of its system,and propose referenceable and feasible advices.It is recommended that we can really improve the status quo of elderly care services in China and solve the problem of aging,so as to make the elder live happily and healthily.
