In China, Government Employee System is a new personnel management system, it is a very important act for local governments who want to innovate the employ mechanism and introduce the professional and technology personnel whom are urgently needed. By the way of marking and bargaining, to some extent, the system solve the problem that the local government cannot attract talents because of the Civil Servant system’s low salary and poor metabolic mechanism.and it enhance the vitality and vigor of the civil service, the talents opened up a new channel for the introduction of government, it is a useful complement to the existing civil service system for China. However, because the nature of the government employee system lack of scientific understanding and the defects of the system itself, lead to difficulties in the implementation of the system, and the practice has brought a negative impact. Therefore, this paper attempts to study the existing theory based on the results from the system of local government employees on Practice, summarizes and analyzes the System of Local Government Employee in the process of implementation problems and causes, drawing on the part of developed countries and regions Successful experience, and then put forward a sound System of Local Government Employee the basic ideas and suggestions.The structure consists of the following six components:The first part, including thesis research background, purpose and significance of topic selection, literature review, research methods, innovation and so on.The second part, described the origin and definition of Government Employee System, and as the theoretical basis of later.The third part, elaborated system of local government employees in China three typical practice patterns, and analysised from four aspects such as theoretical research, laws and regulations, its own system, and the relationship between the civil service system Local Government Employee problems in the implementation process.The fourth part, introduced the major developed countries of western Germany, America and Hong Kong’s implementation of Government Employees, And differences between Chinese and Western systems of government employees to do a comparative analysis, elaborated on the implementation of our system of local government employees Experience.The fifth part, proposed strategies on how to solve the Government Employee System in the implementation process problems, so that it can really play on the Personnel System Reform of Local Government to explore the practical utility of the practice.The sixth part, presented the main results of this study and the existing shortcomings.
