Since the beginning of the system of government employee in Jilin province in 2002, the system of government employees quickly spread in our country. At the same time, The academic community in our country has also launched a wide-ranging discussion and research on the system of government employee. So far, the system of government employee has been in China for only 7 years, but as something new in China, it has shown great vitality, and has increasingly become an important way for government to recruitment.The system for government employee has been much mature in foreign countries, but it is still in its infancy phase in China. The implementation of the system of government employee in China has meet many problems both in theory and practice. At present, there is a lack of systematic theoretical study on the concept, the scope and management of government employees, and also a controversy for the effect of the implementation of government employee. Therefore, this research, based both on the existing theory and the practice of the system of government employee, give a comprehensive summary of problems exited in the process of implementation and analyze its causes. This research give countermeasure based on learning experience from Western countries to implement the system of government employee, in order to achieve the optimal allocation of human resources in government and to improve the quality and efficiency of public services.The article is divided into six chapters. Chapter I pointed out the research ideas and research methods, as well as the innovation of this article and weaknesses. Chapter II defined the source, the concept, the characteristics of the system for government employees, and give the comparative analysis of the government employees and civil servants, government employees and civil service system. Chapter III and IV point out the the reasons for government employees to implement in China, and introduce three typical models in China, include the Jilin Province, Zhuhai and Shenzhen. The research pointed out that the problems exited in the process of the implementation of the government employee in China and the reasons for it, such as less-depth theoretical study, inadequate laws and regulations, imperfect system of government employees , "catfish effect" difficult to achieve, and difficult to deal in the relationship with the civil service system processing. Finally, give that how to improve the system of government employee in China based on experience learning from Western countries and Hong Kong to implement the system of government employees, including the strength of the theoretical research, the improving of the laws and regulations, and the strength of management to government employees.
