At present, people have different opinions on the effect of the implementation of the system of government employee. On the one hand, the system of government employee innovates the idea of governmental human resource management, accelerates the reform of governmental human resource system, enhances the administrative efficiency and the ability of providing public service, and brings about the "Catfish Effect". On the other hand, the system of government employee is a new system in china and its still on the way of trail and exploration, it inevitably has some problems. Based on the practicing statues and the immature theory study, this thesis absorbs the former research fruits, roundly summarizes and discusses the practice of the system of government employee, brings forward the ways of how to perfect the system of government employee, hopes to benefit the study and the practice of the system of government employee.Guiding by the Scientific Development View, and under the back ground of Chinese reform in the public personnel system, this thesis study the system of government employee with the methods of normative analysis, comparative analysis, literature analysis and demonstration analysis trying to analysis the problems which exits during its implementation, to find out the reasons ,and to bring forward the principles and measures on perfecting the system of government employee.This thesis divided into the prodrome and three parts.Prodrome: put forward theme and the meaning of its study, the signification and the characteristic of the system of government employee, the summarization of study on the system of government employee, the study methods, the structure of the thesis and the innovations of the thesis.The first part: the status and good effect of the practice of the system of government employee. In this part, the author introduces the status of the practice of the system of government employee, suggests four good effects: innovates the idea of governmental human resource management, accelerates the reform of governmental human resource system, enhances the administrative efficiency and the ability of providing public service, brings about the "Catfish Effect".The second part: the problems exist in and their reasons which occur the problemsduring the practice of the system of government employee. In this part, the author points out the four problems: disagreement on the definition, good effect plays limited, eager for quick success and instant benefit and less normative operation. The four reasons are the idea self-identity unformed;theory study not immature, laws and rules distemperedness, match reform lagged.The third part: principles and measures on perfecting the system of government employee. In this part, firstly the author constructs the three principles: the legal system principle, the market principle and the prudence principle. Secondly the author probes into six measures on perfecting the system of government employee: properly harmonize the relation between the system of government employee and civil servant system, strengthen the recruit and dismiss management on the government employee , intensify the performance management of the government employee , attach importance to the training and development of the government employee, perfect the security system of the government employee , focus on the salary management of the government employee.The innovations in this thesis show on three aspects. Firstly, the author introduces the status of the practice of the system of government employee systematically and suggests four good effects on the practice of the system of government employee. Secondly, expounds the signification and the characteristic of the system of government employee. Thirdly, puts forward the three principles and six measures on perfecting the system of government employee.
