The government employee system is in the1950s, a former federal Germany toadapt to the government organization flexiblization, professional requirements andtake public administrative reform measures. As a new kind of personnel management system, academic circles togovernment employee is made a preliminary study, but about government employeesystem theory has not yet been fully establishment, and its implementation in theprocess to a series of difficulties encountered.Based on the theory of government employees, tries to reveal the essentialcharacteristics of the system, for our country the government employee system of theconstruction of the alignment theory basis points. And then, in China the localgovernment employee is made of three main practice model were compared andanalyzed, and tries to analyze the government employee system in our country, themain problems of the search for the roots of the problem, and based on this, to perfectChina’s government employees put forward the countermeasures of preliminary.
