Research On The Problem Of Comprehensive Law Enforcement Of Farming And Animal Husbandry In Tongliao

At present, the economic development of our country rural pastoral area stands in the new historical starting point. Industrial informatization and urbanization development, and it puts forward new requirements to accelerate the modernization of agriculture, comprehensive administrative law enforcement is the important content and effective breakthrough point of agriculture and animal husbandry comprehensive administrative law enforcement, strengthen the agriculture and animal husbandry work. Comprehensive administrative law enforcement agency is the competent administrative department of agriculture and animal husbandry set up within the special administrative punishment mechanism, implementing agricultural and animal husbandry comprehensive administrative law enforcement, clearing the subject of law enforcement, condensing the law enforcement power, realizing the law enforcement personnel’s specialized. But the comprehensive administrative law enforcement of agricultural and animal husbandry started relatively late. Meanwhile, there are problems in wide range of law enforcement and large quantity of law enforcement.In this paper, by reference to the domestic and foreign agriculture and animal husbandry comprehensive law enforcement related theory and practice, according to the actual situation of Tongliao City, we analyzed the basic situation and existing problems in the comprehensive administrative law enforcement of agriculture and animal husbandry industry in Tongliao. We pointed out that the problems present in our city of comprehensive administrative law enforcement are that existence of a law enforcement agency status is not conducive to the law enforcement work, the overall quality of law enforcement should be further strengthened, awareness of the law enforcement in farmers and herdsmen, the weak law enforcement supervision mechanism is not sound enough, and there is lack of communication and collaboration with other units departments. Secondly, we found out the reasons by analyzing the existing problems. In view of the existing problems and causes, this paper proposed the optimized plan and has carried on the demonstration.Finally, this paper put forward measures and suggestions from the aspect of system, personnel, supervision mechanism, linkage mechanism. To give full play to the role of law enforcement agencies, to solve their own problems within the organization, we should format the trinity of working pattern in testing, supervision and punishment, shorten the process, improve work efficiency, and establish a clear function, high efficiency and norms of behavior, standardizing law enforcement fair of agricultural and animal husbandry comprehensive administrative law enforcement team.
