Study On Animal Husbandry Extension Service Systems In Qing-hai Province

With the marketing economic systems construction ,the agricultural extension system which formed under planning economy unfit the needs of agricultural market development, and facing a lot of challenge. How to reform present extension systems and enforce agricultural extension become the focus of agricultural development of our country.The article based on the rural development program- Chenjiao cow breeding program in Huang yuan county ,Qinhai province. Through collecting second-hand information .using tools of PRA, such as questionnaires, key informant interview, matrix ranking .organizational chart, individual interview to investigate the program's construction , beneficial result , and problems. After that using problem analysis tree to analyze the information and find that: The up-down extension systems through beneficial inducement did not change farmers' ideas, the fanners have owned the program funds but did not breed cow .The extension systems of our country is not perfect ,short of funds , no advanced equipment , dual leadership ,multiple function lead to inefficient extension work .The separation of teaching , research and extension lead to unskilled extension workers .the farmers lack of skills .consultation and funds .The above deficiencies caused the inefficient extension work.My suggestions on extension work in our province are:One: To construct agricultural extension systems which revolves around the farmers , under the direct of the government policy , the whole extension work should be undertaken revolving around the farmers.Two: To bring forth new ideas on agricultural extension systems.Three: To promote the congregation of teaching, research and extension ,and complete the interior mechanism of agricultural colleges to meet the need of agricultural development.Only in this way , the agricultural extension systems of our province can serve the farmers, rural areas, agriculture better.
