A Research On The Government Responsibility Of Hubei Province Land-lost Peasants Pension Insurance

Urbanization is an important symbol of national economic development, especiallythe development of industrial production. Recently, with the economic development,urbanization is inevitable and progressive. Although the economy has developed rapidlyduring the urbanization, the number of land-lost peasants increased sharply. After theloss of land，land-lost peasants face a lot of problems, such as education, employment,health care, pension and etc., especially the pension problem is most noticeable. Whetherfrom the perspective of government management, or the perspective of governmentresponsibility theory, government, as provider of public policies, should bear the mainresponsibility in solving the pension insurance problem of land-lost peasants.HubeiProvince, as the biggest province in central China, is the urban agglomeration in themiddle reaches of the Yangtze River and its urbanization pace has been accelerated inrecent years. As a result, a large number of land-lost peasants arise and the pensioninsurance problem of land-lost peasants occurs. On the basis of these, this paper regardsthe new public service theory, public product theory and social equity theory as thetheoretical support, locates the government responsibility in solving the pensioninsurance problem of land-lost peasants by using the theory of government responsibility,and analyzes the present status of government’s responsibility of land-lost peasants, theproblem and the cause of land-lost peasants that based on the data and materials duringthe investigation.Taking the opportunity of the issue of Hubei Government’s Guidanceon the Basic Pension Insurance for Land-lost Peasants and learning from pensioninsurance system for elderly people abroad, this paper explores the way to implementgovernment responsibility in solving the pension insurance problem of land-lostpeasants. With regard to this, this paper proposes to strengthen responsibilities of alllevels of government, enhance legal protection of land-lost peasants’ pensioninsurance, ensure that the pension insurance problem is solved for land-lostpeasants before the land expropriation, improve the supporting policies, and theestabilshment of an effective mechanism of benefits expression.
