As the most basic means of production,land is a resource that peasants rely on for their long-term survival.For peasants,land bears multiple functions,including production functions,security functions,and employment functions.However,More and more land is requisitioned for urban expansion,infrastructure construction and economic development,resulting in land-lost peasants.According to relevant data,the number of land-lost peasants in China is increasing by 2 to 3 million each year.It is estimated that the number of land-lost peasants will reach 110 million by 2030.By consulting relevant literature,it can be found that the group of land-lost peasants has a large number,low overall education level,and embarrassing status.They face difficulties in daily life such as employment,retirement and compensation and resettlement,which deserve our attention.In addition,in the context of new-type urbanization and rural rejuvenation,we advocate people-oriented and improve the quality of urbanization;the "CCP Central Committee's Decision on Several Major Issues Concerning Comprehensively Deepening Reform" adopted at the Third Plenary Session of the 18 th CPC Central Committee also raised The government should further reduce the scope of land acquisition,standardize the procedures for land acquisition,and improve the reasonable,standardized,and multiple security mechanisms for peasants whose land has been requisitioned.Therefore,we should rethink the protection of land-lost peasants.The author finds that the land-lost peasants in China are facing difficulties such as compensation and resettlement,employment,and pensions by consulting the literature and interviews.The state has also solved the plight of land-lost peasants through a series of government actions such as compensation,employment,and pensions.However,by using a sustainable livelihood model to study the impact of government behavior in the protection ofland-lost peasants on the livelihood capital of land-lost peasants,it is found that the existing government behavior has limited improvement in livelihood capital and the livelihood level of land-lost peasants has not improved.The series of guarantees is unsustainable,and this conclusion was verified through interviews.Through analysis,we find that the main problems in government behavior include unreasonable compensation methods,irregular compensation procedures,inadequate employment training supply,unsuccessful employment information channels,inconsistent old-age security systems,and low attractiveness of old-age security systems;through further The analysis found that the main reasons for these problems include three aspects:policy formulation,policy implementation,and policy implementation supervision.In terms of policy formulation,short-sightedness lacks long-term planning,policy formulation is too broad,lack of operability,unclear division of responsibilities,and multiple policies.In terms of policy implementation,mainly including insufficient capacity of the subject,insufficient awareness of responsibility,backward concepts of implementation objects,and inadequate learning ability;in terms of policy implementation supervision,mainly including lack of internal oversight mechanisms,inadequate external oversight mechanisms,and insufficient transparency of information disclosure.By understanding the relevant institutional arrangements for land-lost peasants' protection in the United Kingdom and the United Kingdom,based on the problems and causes of government actions in the land-lost peasants' protection in China,the author proposes countermeasures to improve government behaviors in the process of land-lost peasants' protection,including policy formulation.The three aspects of policy implementation and supervision include: taking into account long-term planning in policy formulation,refining policy content,enhancing operability,clarifying the division of responsibilities,improving management efficiency,and strengthening the construction of supporting laws and regulations;policy enforcement should strengthen the grassroots The government's own capacity building,standardizing local government behaviors,raising awareness of responsibilities,mobilizing social forces to supplement the lack of government power,providing relevant training,enhancing the ability of land-lost peasants andstrengthening policy promotion,and enhancing the awareness of participation of land-lost peasants;Strengthen the construction of internal supervision mechanism,improve the external supervision mechanism,and improve the transparency of information disclosure.
