Emergency Resources Classification And Integration Research Of Emergency Resources Reserve Way Of Ordos

Natural disasters, accident disasters and other emergencies occur frequently, frightening people’s lives and property, which caused a certain influence on economic development. To deal with emergencies effectively, certain quantity of emergency resources reserve is needed, and reasonable way of reserves may not only ensure the ability to cope with emergencies, but also improve the efficiency of resource utilization, which leads to a reduction in the cost of emergency resources reserves. However, both Chinese and foreigner scholars pay much attention on national type of emergency resources reserve, barely on the small and medium-sized cities like Ordos. And much of the researches are focused on decision of raising and allocating emergency resources after the emergency, quite few attention was paid on such resource-based cities as Ordos.This thesis was focused on the emergency resources reserve of Ordos. First of all, the current situation and problems of emergency resources reserve of Ordos were analyzed, and based on Ordos’natural and social environment two ways to solve the problems were found out. Then the two aspects were explained in detail, including emergency resources classification and the integration of emergency resources reserve ways. In the process of emergency resources classification, the analytic hierarchy process (AHP) were used to empower emergency resources classification indexes, determining a three-dimension classification model based on timeliness, importance and scarcity of emergency resources, and the emergency resources classification model and the emergency resources reserve ways were combined. Finally, the emergency resources reserve scheme of Ordos was put forward according to Ordos’natural disasters occurred frequently and the models of main patterns of emergency resources reserve were followed.Emergency resources reserve has great relationship with people’s lives and health, therefore, a good plan is vital, which can protect the victims from disasters effectively and as a result ensure people’s lives and health. The research based on Ordos could provide beneficial reference on reserves of emergency resources to small and medium-sized cities like Ordos.
