In Natural disasters are the events that produce beyond the control of human society and the ability of some regions,and cause harm and loss to human society.They are the phenomena of the comprehensive function of nature and society.Its impact on economic and social development has a long history.It not only has a shock-like effect on prices in the short term,but also hinders and destroys agricultural production,causing long-term inconvenience to people's lives.In recent years,the Party and the government attach great importance to the prevention,relief and emergency management of natural disasters.The decision of the Central Committee of the Communist Party of China on adhering to and improving the socialist system with Chinese characteristics and modernizing the national governance system and capacity for governance,adopted at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,called for the "establishment of an emergency management system featuring unified command,comprehensive planning,comprehensive planning,quick response and linkage between top and bottom,optimizing the building of the National Emergency Management Capacity System,and enhancing disaster prevention,mitigation and relief capabilities.".However,many local governments are still weak in the face of natural disasters,so it is of great theoretical and practical significance to study the natural disaster emergency management from the county perspective.Yan'an Ansai District is located in the hinterland of the northwest inland Some Random Place Somewhere,the region complex and diverse terrain,the territory of ravines,narrow Sichuan road,Mao Liang,known as "seven mountains,two ravines,a sub-field".Special terrain and climate conditions lead to frequent natural disasters,natural disaster emergency management loopholes.Therefore,this paper takes natural disaster emergency management in Ansai District,Yan'an as the research object,and reveals the innovative strategy of Natural Disaster Emergency Management in Ansai District,Yan'an,it also provides useful reference for other local governments to manage natural disaster emergency.Based on the theories of disaster management,public management and crisis management,this paper applies the methods of literature research,investigation and comparative study to investigate the current situation of natural disaster emergency management in Ansai District,Yan'an,it is found that there are still some problems in the emergency management of natural disasters in Ansai District Yan'an,such as the unscientific preparation of emergency plans for natural disasters,the insufficient capacity for emergency management of natural disasters,the unreasonable measures to deal with the emergency management of natural disasters,and the low public acceptance of emergency management of natural disasters,the main reasons lie in the loose consciousness of prevention,the low level of Economic Development,the unsound legal security system,the lag of cooperative management system and the weakness of talents and technical support.To this end,it is necessary to change the concept of emergency response by the whole people,scientifically draw up emergency plans,professionally screen participants and reserve personnel for emergency management,establish and improve the system of emergency management institutions and provide legal mechanism guarantees,and rationally mobilize resources,to provide a solid foundation for emergency management and a series of countermeasures,improve the relationship between man and nature,and enhance the level of emergency management of natural disasters in Ansai district,so as to make up the shortage for the realization of local government governance capacity and modernization of governance system.
