China has a large population, in which farmers accounted for the most of thetotal. In recent years, the agricultural industry has entered a critical period oftransformation and upgrade. The problem of "Three Rural Issues" is solved urgently,what’s more, rural finance has become more and more important. However, ruralfinancial institutions which was established to help farmers never gave service to"Three Rural Issues" in real because of the credit discrimination.Farmer groups have low policy identity, poor awareness of credit. In order tosolve this problem, this paper puts forward the way to solve the problem of low policyidentity and poor awareness of credit through cultivating the credit consciousness offarmers, by means of improving farmers’ economic literacy, cultivating the creditconsciousness, popularizing financial knowledge and so on in other words. Theseways not only can help farmers to establish a new concept of the fair credit, ensure theequality of farmers’ rights from the basis, but also with the improvement of the qualityof financial participants, rural financial institutions will be coerced to improve theirlevel of service and reduce the possibility of credit discrimination at the same time.This is a very important practical significance to promote the development of ournational economy and increase the income of farmers.In order to achieve the goal of this study, this paper reviews the theory andliterature, respectively farmer education Marxist, policy identity and related research,farmers cultivate awareness of financial education and credit-related research aredescribed and analyzed. Then summarizing the basic theory and literature, farmersgroups and credit policy identity consciousness characteristics were analyzed, pointedout by the farmers agree common policies affecting their cultural and ideologicalcognitive qualities, in our country, the low degree of recognition of farmers Policy is aprominent feature of the credit characteristics of peasant consciousness is manifestedin different stages of presenting different characteristics, factors credit consciousness gradually increased along with economic development, there are regional differencesin credit awareness aspects.
