Research On Government-propelled Mode Of Incubating Social Organizations

As social problems continues to highlight, the government has released its social management functions, from the nature of the administrative units to the service functions, combined with the concept of civil society, highlights the necessity and importance of social organization. Thus urgently needing a batch of mature social organizations to participate in social construction and management. Because of the emerging issues in the process of social organizations, it must to be cultivated as professional social organizations. As a result, social organization incubators arise at the historic moment.According to the different dominant, social organization incubation mode is divided into social organization as dominant party, governments and foundation associated type as well as government-propelled mode. The paper mainly takes A District social organization incubator for example, interpreting "government-propelled" social government incubator, using field observation method, through interviews, experience obtain the firsthand material. While using comparative analysis to analyze the different of three models, comparing their advantages and disadvantages. The paper discusses the social government incubator of A District from four aspects:status-quo of the incubation, interpretation on different incubation modes, problems rendering, and path analysis. The problems on incubation of A District social organization are as follows:charity number, light quality; lower profession of incubation base; serious administrative tendency; week support for charity organizations. This article also introduces three examples from the autonomy and independence to analyze the incubation conditions:independent type, semi-autonoumous, civil administration charge, learning about the administrative factor degree of incubation work."Venture philanthropy" introduced during the incubation process, provides funding to incubation, however, non-profession of "government-propelled" social organization incubator makes "Venture philanthropy" miss its original meaning.The paper focuses on researching A District social organization incubation mode, and putting forward corresponding countermeasures and suggestions, in order to better promote the development of social incubator, as well as to foster incubation experience for government-propelled social organization.
