Research On The Supply Of Basic Public Services In Rural Areas Of Dingxi City

At present, the demand for public services in our country society has entered a period of rapid growth, and the level of the supply of public service still lags behind at the level of the social demand,the increasing demand and and the lack of growth constitutes a serious contradiction.Especially in the vast rural areas, the supply of basic public services, such as public health, social endowment insurance, compulsory education and other problems of insufficient supply, the supply structure is out of balance, and the city public service is still a big gap, seriously affecting the improvement of living standards of farmers and the rural economy, and the central government put forward the "urban and rural development" "to realize the integration of urban and rural public services is far from the target".Gansu Province as one of the western provinces, the gap between the economic development and the eastern coastal areas, the supply of public service level is low,according to "bucket effect" principle, Gansu Province, the supply of public service level is low, is our country public service system in the "short board", the impact of China’s economic and social coordination and sustainable development, and is not conducive to social justice.And the Dingxi is one of the poorest city as in Gansu province, urban and rural basic public services is not balanced, the township government as the main supply body, shortage of supply, the supply of public services has become the Gansu public service supply system in the "short board", seriously restricted the economic development of Gansu province and the ability of improving the supply of public service.In this context,research the supply of basic public services of rural play a significant role on reducing the gap between urban and rural areas in Dingxi City, achieving the integration of urban and rural, and promoting the development of rural productivity, and the improving the living standards of farmers.In this study, take Gejiacha Xiang and Chankou town as the research area, conducted a questionnaire survey and interviews, through the satisfaction of basic public service supply subject and Survey Satisfaction and demand for basic public services specific to the degree, to explore the supply of basic public services in rural areas of Dingxi.The results of the survey found that the main supply of basic public services in rural areas of Dingxi City township government staff vacancy, and a single main supply, the supply decisionmaking mechanism and supervision mechanism is not perfect.The public service such aseducation, medical type, insufficient supply, the quality is not high, the supply of public service projects failed to reflect the real needs of farmers the problem.In view of the existing supply of basic public services in rural areas of Dingxi city problems, combined with the related theory of public service, put forward to realize the integration of urban andrural public services; to strengthen the supply of basic public service functions of township government, Building Service-oriented Township Government; increase the protection of life of basic public service, education, medical care, support and improve the service quality; to improve the rural decision making mechanism of basic public services and supervision and performance evaluation mechanism, the construction of the government responsibility system, choose the path l Dingxi city supply of rural basic public service ability of government, market, social organizations, farmers, one of four multi center supply mode.
