Study On Contemporary Chinese Network Public Opinion And The Government Reaction

Attaching importance to public opinion has been the political tradition since ancient times in China, this is reflected in successive rulers’thought of the people and a series of governing philosophy of the Communist Party of China. Network public opinion, as the mapping of the social public opinion in the network space, has important influence on the whole social public opinion, and presents the characteristics different from traditional public opinion. How to deal with network public opinion is a new task faced by the government.The combination of public opinion and network, presents the unprecedented turbulent posture. Network public opinion posture includes the form and the situation two aspects contents. The form of network public opinion means by what kind of carrier it presents some form of content, and it becomes more and more multivariant with the development of network technology. The situation refers to the strength of the network public opinion, according to the number and content of hot public opinion events,we can see that the situation is high.Network public opinion is a dynamic process of evolution, Its life cycle includs germination, occurrence, diffusion, fading four stages. Refering to dynamic of Network public opinion, China’s special social contradictions and social mentality is the background, the rise of the Internet technology and the network society is the impetus, each participation’s motive and action in different stages of the life cycle is its direct stimulation.Network public opinion is not only an important object but also important influence factors of governance, the government needs to respond effectively to the network public opinion. At present, the government’s public opinion reaction exist both progress and deficiency and mainly deficiency. The public relation-control model which is ofen used by government don’t apply to status of the network public opinion and there are many improper government behaviors. Refering to the reason, political communication mode inherent in bureaucracy organization structure and the organization are endogenous resistance.Based on the above analysis, this paper in the last put forward the strategy of how to improve network public opinion reaction. The government should not only set up the new concept but also improve the working mechanism of network public opinion reaction, and improve the level of fundamental social governance to provide a good social environment for network public opinion reaction.
