Research On Reform Of China’s Public Welfare Institutions——based On Analytical Framework Of Cooperative Governance

Public institutions is an important part to provide public welfare social products and services for the society organization. At present China is carrying out the reform of institution classification system. After the completion of classification reform, public welfare institutions will become the sole institution category. Due to the reform started late, the public institutions reform lags behind the government reform and economic reform, but the public demand it to provide social products and services of higher quality. Therefore, the reform of public institutions has become an important task of currently reforming society. The reform of public welfare institutions in the key period of the reform process, the purpose of the study is to provide new ideas for further development of public institutions reform.Under the overall guidance of the CPC Central Committee issued, various provinces in China are aimed at carrying out classification reform. Milestones in the guidance was proposed to complete the basic institutions of the classification before2015, and the current classification of institutions for all provinces are basically into the mop-up stage. After the classification, institutions of China will present a new pattern, and institutions that originally bear the administrative functions and the function for production will be removed out of the scope of the institutions. The reform of public institutions will retain only the public welfare institutions in this form.The existence and operation of public utilities in China has got rid of the institutions "attached" to the government, but the public institutions necessary funds still rely on state financial support, and the staff and institutions are also set by the government. Under the socialist market economic system and the growing trend of globalization background, that how to define the functions of the government and the boundaries between public welfare institutions and accordingly to reform public welfare institutions, need the joint efforts of the Chinese government, public institutions, enterprises, organizations and other various strength. The basic characteristic of modern society is market mechanism, state mechanism and social mechanism of coexistence, complementary, and jointly promote the development of the society.The article is based on the analytical framework of relationship between state and society, the cooperative governance theory as the theoretical foundation. First, reviewing the logical framework of the evolution of public welfare institutions, the article points out that the trend of welfare institutions development is the direction of cooperation from the State governing. Then, reviewing the historical gradual progress, before the reform the state governing pattern is the product of a highly centralized planned economy system, but after the reform is the exploration of the relationship between the reconstruction of the state and society. Based on this, the article analyzes the current development situation, problems and causes of public welfare institutions. The relationship between state and society is unclear, resulting in dislocation of the role of government. Finally, through the construction of the state-society analytical framework, relying on cooperative governance theory, this paper discusses the flaws and problems of China’s public welfare institutions, and proposes to solve these problems by constructing regime to overcome the problems existing in public welfare reform...
