Prevention and regulation of the grey power interests chain at the grass-roots level China’s Constitution clearly stipulates that all powers in People’s Republic of China belong to the people. Power comes from the people; it should reflect the national will and the public interest. Public is the essential attribute of the state power. In a transition period from planned economy to market economy, due to the imperfect system, during the operation of the power, the combination of power and interests, the abuse of power and corruption of power are common occurrences. In recent years, the subjects exercise its power no longer according to law, but the loopholes of law and system. They use the gray power for their own personal gray interests and form a gray chain. The interest is essentially a grey power conspired, and gray power is a means to obtain gray interests. At the grassroots level, due to the complexity of the human relations and the type of grass-roots pressure, the phenomenon of interests of the grey is more serious, and a crippling gray interest’s chain is forming. It main body includes the grassroots administrative subject, unscrupulous businessmen,"tyrannical" and other lawless administrative subject. The gray interests cover the loss of public assets, the distribution of the land income, the abuse of administrative power, and so on. A variety of gray interests chain form based on different main body and content. There are gray interests of the chain in internal grassroots power system like the chain among leaders or "number one". There are also gray interests chains between internal and external power, including the power holders, unscrupulous businessmen, local "tyrannical" and so on. The grey interests chain include closely linked subject and broad gray interests, and can cause consequence of power "integration" and the loss of publicity, which will eventually harm the grassroots governance and political legitimacy. Thus, to regulate and control the gray interests chain of grass-roots power is very important for standardizing power operation, and has great significance to establish legitimacy of state power. Establishing scientific and standardized power operation is the premise to prevent and regulate gray interests of the chain. Cultivating the consciousness of service government is the basic. The key to prevent and regulate grey interests chain is perfecting the system. Setting up a vulnerable group benefit expression mechanism and the government’s interest game is not only the concept of service-oriented government requirements, but also the basic requirement of public power. Only when the power serves to the public interest can establish an authority of consciously identity and make the social stability in long-term.This paper consists of introduction and four chapters; The introduction introduces the selected topic reason, research purpose and significance, research methods, etc.; The first chapter clearly defined power, authority, power operation and benefit relationship, and explore the meaning of gray and gray interests of the chain of interest, and establish the theoretical support for the later chapters’ study; In order to understand the connotation of grey interests chain better, the second chapter firstly analyses the forming conditions of gray interests chain, then classifies gray interests chain according to interests constituent elements; The third chapter objectively analyzes the overall status of the operation of the power at the grass-roots level and the existence of gray interests chain at the grass-roots level, then detailed the reasons for the formation of power at the grass-roots level gray interests chain; The fourth chapter is the focus of this paper. To prevent and regulation method of the grey interests chain, the governments should foster the concept of service-oriented cultivation, perfect system of government, and improve the vulnerable group benefit expression mechanism. This chapter lays the foundation for future related research.
