New Thinking On Foreigner Management In China

Under the background of deepening reform of opening up-policy,especially the continuous development of " The Belt and Road Initiatives ",the scale of foreigners in China is constantly expanding,a challenge is posed to the management of foreigners in China.In 2018,the National Immigration Administration of China was established,marking the transition of China's foreigner management from exit and entry administration to immigration administration.The establishment of immigration office and the configuration of new responsibilities put forward the requirements for the innovation of management mode.According to the relevant provisions of the Exit and Entry Administration Law,foreigners are required to declare for registration within a specified time limit.However,under the new situation of the increasing number of foreigners in China,the existing management methods cannot respond to the needs of the development of the situation,and the management methods of foreigners need to be innovated urgently.In response to the actual demand,I propose to introduce Japan's " residence card " system in this paper." Residence card " is an effective way to deal with the management of foreigners' residence in Japan.The implementation of this system is not only convenient for the government departments to grasp the information of foreigners and dynamic tracking,improve the efficiency of administration,but also can improve the initiative of foreigners to accept management.If the system can be implemented in China,the Chinese government can help foreigners complete the transformation from "passive acceptance of management" to "active participation in management",improve the administrative effectiveness of external management departments,further promote the reform of "deregulation and service",optimize the level of government services,and improve the level of government related to the rule of law.
