Hunan Rural Regional Fire Distribution And Fire Management Research

At present, China is in a critical period of speeding up urbanization and thoroughly transforming industrial structure. Due to congenital gap caused by binary structure and development in urban and rural areas, combined with most types of natural disasters, relative to rural areas, the ability to resist the disaster is very limited, and the period of post disaster reconstruction is very long, public security and public crisis management began to attract the attention of governments at all levels, to guide the practice from different theories. Among them, one of the important natural disasters-fire, to become a forever topic. Fire management in rural areas began to enter people’s vision.This paper based on the theory of public policy, research methods combined with qualitative research and quantitative analysis, the concrete application of questionnaire survey, GIS spatial analysis, Teile index analysis and etc.. The main contents of this paper:Part Ⅰ is to review the research background and significance of the selected topic, the research at home and abroad, to briefly illustrate and elaborate research ideas and methods and innovation of this paper. Part Ⅱ is the elaboration of the related theory. To define and explain the meaning of the fire protection management concepts involved in the paper and its history. At the same time, introducing the public policy theory as the theoretical basis of this study. Part Ⅲ used questionnaire survey to fire management in rural areas in Hunan Province, combined with the fire statistics data to conduct a comprehensive and objective analysis and description. To analyze the factors of fire management present situation and the existing problems in rural areas of Hunan province and related impact; Part IV based on the GIS spatial analysis, combined with the Theil index analysis to prove the related analysis in part Ⅲ;this part is on the base of the empirical investigation, using public policy theory as guide, proposed to strengthen and perfect the Hunan Rural Fire Management Countermeasures and suggestions. Finally, to put forward the optimization of the rural fire management system in our country, improve the rural public security crisis measures, promote the public policy of rural public safety related theory unceasingly consummate, the implementation of the policy more effective, truly reflect people-oriented governing philosophy.
