The Research On Problems And Solutions In Institution Organazation Management Of The County-level Government In Our Country

Strengthening the institution organization management is a fundamental work to consolidate the status of the ruling party and improve the building of political power in our country. As an important content of the institution organization management, county-level government’s institution organization management has a direct relationship with its transformation of the functions, success and failure of the institution transformation. To reinforce the research of county-level government’s institution organization management under new environment is not only the desire of the consistent development of economic society, but also the own need of the institution organization management to better suit new task, new requirement.On the basis of fully emphasizing empirical research and theoretical analysis, area Q in Yueyang is used as case in this study which systematically discusses the current situation of institution organization management in area Q, comprehensively analyzes the problems and its influence factors, positively seeks ways of solving the problems and presents relative countermeasures and suggestions.The problems in institution organization management are: first, its total size doesn’t suit the local finance, which shows the great number of institutions, personnel miscellaneous and out of control of the number. Second, the inappropriate resource management and improper allocation exist in institution organization, which shows quite number of permanent staff not on guard, low-level quality of the staff, and improper allocation of the personnel organization. Third, organization resumption doesn’t suit the transformation of the functions of government, which shows function offside, function absence, function intersection. The reasons to cause these problems are:First, from the aspect of ideas, there are many obstructions in institution organization management, and much subjective haphazardry; Second, from the aspect of system, the status of institution organization section is not high, and legal degree is low; Third, on the aspect of mechanism, comprehensive tied mechanism and supervision and check mechanism aren’t complete. Measures to strengthen and improve the institution organization management in area Q are:First, intense the awareness of the institution organization management, set up the concept that improving the institution organization management is to enhance economic development, increase finance income and optimize the environment of economic development; Second, adopt measures of clarifying ground, overall check-up, establishing rules and strictly control to tamp the fundament of institution organization management; Third, optimize resource allocation in institution organization by doing dynamic management well, deepening structure management, and reinforcing supervision management.
