As an important component of the administrative institutions, the level of establishment management directly affects the use of public power of the public authority of the government organs at all levels. With the rapid development of China’s economic and social undertakings, the continuous deepening of the reform of the institutional mechanisms, the role of government management is quietly changing-gradually from the management type government to the service oriented government. In this process, the decentralization of government functions, the reduction of the organization size and the level of public service are all inextricably influenced by the organization establishment management. Therefore, consolidation of existing organization management achievements, continuous exploration and optimization of the organization configuration path, can not only provide protection for the proper running of administrative institutions, but also contribute to the transformation of government functions, building of service-oriented government, promotion of economic and social development of various undertakings.At present, the influence of the establishment management of institutions is gradually expanding. From the Party Central Committee and the State Council to basic level Party committee and people’s government, the work is to eradicate the remaining "persistent ailment" in the past agency and staffing administration work. Thus, how to do a good job under the new norm of organization management, becomes a hot topic.This study takes Zhungeer banner, Ordos City, as an example. Based on the understanding of basic information of Zhungeer, government agencies set up, actual operation situation of local agency and staffing administration departments, the figure of the approved staffing and actual staffing, the figure of approved leadership positions and actual leadership positions, this study emphatically analyze the current situation of Zhungeer government organization establishment management in three aspects, including Zhungeer banner government agencies set, functions of the position, staffing management.The study found that the Zhungeer government institutions management work mainly has the following problems. Firstly, the lack of institution specification and the excess setting results in relatively large scale of institutions; organizations set varied, causing inconvenience to carry out the work. Secondly, the functions boundary of different departments is not clear, which lead to the contradictions and the lack of evidence for some departments. Thirdly, staffing management confusion, which is in performance of the present compilation approved with the actual workload does not match, super positions with leading cadres and personnel management is not standardized.Study indicates that the reasons of these problems mainly are:firstly, the concept of reason; the management of local government organization is influenced by the idea of "rule of man" seriously, and the management of local government organization is more subjective. Secondly, the system reason, including the disadvantaged position of the organization management departments and the low degree of organization management legalization. Thirdly, the mechanism reason, including the lack of effective linkage mechanism, and the establishment of supervision and inspection institutions are not in place.Compiled with the above problems and causes, this study proposes the following countermeasures and suggestions:first one is to change the organization establishment management concept, organization of work need to be from "rule of man" to "rule of law", from "local" to "global", from "passive" to "active"; the second one is to strengthen the organization daily management, to strengthen the real name system management level, to strengthen institutional discipline, and to strengthen organization construction; the third one is to optimize the organization resource allocation, to strictly control organization establishment, to make an inventory of the organization, to protect the important areas of demand, to make scientific plan and to optimize departmental personnel structure.
